Sheikh Mohammed Bin Rashid Issues Law No. (1) Of 2025 On Emblems Of The Emirate And Government Of Dubai
His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his role as the Ruler of Dubai, has enacted Law No. (1) of 2025. This law governs the use of emblems for both the Emirate and Government of Dubai. The law specifies that Dubai will have a unique emblem representing its identity, heritage, values, and vision.
The design for Dubai's emblem is detailed in Models (1) and (2), while the Government of Dubai's emblem is shown in Models (3) and (4). Both emblems share certain design elements. The law declares that the Dubai Emblem belongs to the Emirate, whereas the Government Emblem is owned by the Government of Dubai.
The new law protects these emblems under current legislation, including Law No. (17) of 2023. It prohibits unauthorised use since they are considered property of the emirate. Only specific entities can use the Dubai emblem at designated locations and events.
Entities such as government departments, public agencies, corporations, councils, and authorities affiliated with the Government of Dubai are authorised to use the emblem. Any other usage requires special permission from the Chairman of Dubai’s Ruler’s Court or an authorised representative.
The General Secretariat of The Executive Council has developed a manual outlining guidelines for using these emblems. His Highness the Chairman has approved this manual. The law strictly forbids using the emblem for commercial purposes or advertising without permission.
Misuse or distortion of the emblem is prohibited. Activities that contradict Dubai's values or public order are also not allowed. Violations must be reported to relevant authorities like the Department of Economy and Tourism or judicial bodies overseeing Special Development Zones.
Penalties for Violations
Violators face imprisonment up to five years or fines between AED100,000 and AED500,000. These penalties apply without affecting stricter penalties under other laws. The fines also cover violations related to Law No. (17) of 2023 concerning emblem usage.
Unauthorised users must cease using these emblems within 30 days unless they obtain necessary permissions under this new law. Law No. (1) of 2025 supersedes previous legislation on this matter and repeals conflicting provisions.
This new regulation will be published in the Official Gazette and take effect upon publication. The Chairman of The Executive Council will issue resolutions needed for implementing this law effectively.
