Latin America's Leaders See Strategic Window Amid Global Economic Shifts
Latin American heads of state said shifting global supply chains and rapid digitalisation are creating a crucial opening for the region to increase its role in world trade and investment, while warning that seizing this moment depends on clear reforms and sustained regional and international cooperation.
The comments came from Luis Abinader, President of the Dominican Republic, Daniel Noboa, President of Ecuador, and Santiago Peña, President of Paraguay, during a panel titled "Latin America’s Next Chapter: What Comes Next?" at the World Governments Summit 2026, where they outlined shared priorities for inclusive growth.

The leaders pointed to strategic partnerships with the UAE as an example of how Latin America can secure long-term benefits from global shifts, noting that cooperation in infrastructure and logistics has helped link the region more tightly to international trade routes and create new channels for investment.
They said Latin America must channel new opportunities into concrete gains by investing heavily in human capital, expanding and modernising transport and digital infrastructure, and updating regulatory and legislative frameworks so that innovation, entrepreneurship and private-sector growth can develop within stable and predictable business environments.
The presidents emphasised diversification beyond traditional commodities, calling for stronger competitiveness in high-value manufacturing, smart agriculture that uses data and automation, and exportable digital services, while also encouraging the use of advanced technologies to upgrade public services and increase opportunities for younger generations.
Innovation, the leaders argued, is central to meeting shared regional challenges such as food security, migration pressures and climate change, and they added that more coordinated Latin American policies and wider multilateral partnerships will be necessary to keep economic growth sustainable and socially inclusive during this period of global adjustment.

President Santiago Peña underlined the strength of Paraguay’s ties with the UAE, while President Luis Abinader highlighted DP World’s role in expanding the Dominican Republic’s port infrastructure, and President Daniel Noboa urged the creation of a fairer international system that supports multilateralism and increases the voice of middle-power states.
