Kuwait's Nationality Law Amendments Tighten Citizenship Regulations
In a significant move, the Kuwaiti Council of Ministers, under the chairmanship of His Highness Sheikh Ahmed Al-Abdullah, has approved amendments to the Kuwaiti Nationality Law, initially established by Amiri Decree No. 15 of 1959, according to Arab Times report.
The modifications delineate that marriage to a Kuwaiti citizen will no longer automatically bestow Kuwaiti nationality upon the foreign spouse. This adjustment applies to both foreign men married to Kuwaiti women and foreign women married to Kuwaiti men, marking a pivotal shift in the nation's approach to citizenship.
Moreover, the new legislation introduces stringent measures against fraudulently obtained citizenship. It specifies that Kuwaiti citizenship can be revoked if acquired through deceit or forgery.
Additionally, individuals convicted of crimes undermining honor or trust, those guilty of offenses against state security, crimes against God's Messenger, prophets, or the Amir, or those dismissed from governmental roles due to integrity concerns are also at risk of losing their Kuwaiti citizenship. The law further states that citizenship can be withdrawn for severe offenses that threaten the state's supreme interests or external security.
The Council's recent session also highlighted actions taken against public benefit associations and charitable organizations found in violation of existing laws. Dr. Amthal Al-Huwailah, the Minister of Social Affairs, Family, and Childhood Affairs, revealed ongoing studies into the infractions of these entities. Based on these findings, decisions will be made to dissolve and liquidate associations not meeting the standards set by Law No. 24 of 1962, which regulates clubs and public benefit associations.
In addition to legislative reforms, the Council reviewed advancements in the development of a government performance management system, presented by Sheikh Ahmed Al-Mishaal, Chairman of the Government Performance Follow-up Agency.
This initiative aims to rectify issues identified in oversight reports, enforce fiscal discipline to assure the state's financial health, and establish a framework for the evaluation, incentive, and accountability of government personnel.
