Korea Advances AI Infrastructure To Build An AI Basic Society, Korean Expert Says

Artificial intelligence is now positioned at the centre of Korea’s economic agenda, according to Munyeong Lim, Vice Chairman of the Presidential Council on National Artificial Intelligence Strategy of the Republic of Korea. Speaking at the World Governments Summit in Dubai, Lim said AI is expected to power growth and shape long-term national development plans.

Lim explained that, since the current administration took office in June last year, the Korean government has been actively supporting AI, seeking to establish the country as a major global participant in the sector. This approach builds on Korea’s long record of development driven by strong and coordinated government direction.

Detailing the governance model, Lim said the Presidential Council on National Artificial Intelligence Strategy acts as the single national "control tower" for AI. The council coordinates the implementation of policies across government and takes part in core decision-making processes, aiming to keep AI activities aligned with broader social and economic objectives.

Lim noted that the Korean government is giving particular attention to AI infrastructure and to expanding real-world deployment. Current priorities include integrating artificial intelligence into industrial production, public services and national defense. These steps form part of a broader shift towards what Lim described as an AI basic society, where intelligent systems support many daily functions.

Reflecting on technology’s wider impact, Lim said progress in digital tools has reshaped how government efficiency is viewed. New AI-enabled systems allow public administrations to manage services more effectively and design better welfare programmes, which requires governments to take a greater leadership role in planning and executing large-scale strategic initiatives that affect citizens directly.

Lim also highlighted the long-standing relationship between the United Arab Emirates and the Republic of Korea, noting that cooperation and mutual understanding have supported consistent economic growth for both countries under firm government leadership. Lim praised the United Arab Emirates and the World Governments Summit for offering a key global forum to examine rapid AI-driven change, while stressing that ethical questions must be addressed alongside accelerated development.
