GCC And EU Ministers Convene For 29th Ministerial Meeting To Strengthen Regional Cooperation And Security
The 29th ministerial meeting between the Gulf Cooperation Council (GCC) and the European Union (EU) took place in Kuwait. It was co-chaired by Kuwaiti Foreign Minister Abdullah Ali Al-Yahya and EU High Representative Kaja Kallas. The gathering included GCC Secretary-General Jasem Mohammed Al-Budaiwi and senior officials from both sides.
A joint statement highlighted progress under the 1988 Cooperation Agreement, which supports the GCC-EU Strategic Partnership. This partnership is crucial amid economic challenges and security threats globally. The ministers praised the outcomes of the first GCC-EU Summit in Brussels in October 2024, themed "A Strategic Partnership for Peace and Prosperity," and anticipated the next summit in Saudi Arabia in 2026.

Both parties reaffirmed their dedication to a rules-based international order, respect for international law, and support for multilateralism. They emphasised adherence to the UN Charter, international humanitarian law, and human rights. The outcomes of recent forums on regional security were welcomed, with a pledge to implement their conclusions.
Enhanced cooperation on counter-terrorism, maritime security, cyber security, non-proliferation, and disaster management was commended. Notable events included a maritime security seminar in Brussels and a cyber-diplomacy dialogue in Riyadh. Plans for a joint counter-terrorism working group meeting were also discussed.
The ministers agreed to strengthen trade ties and explore resuming free-trade negotiations. Emphasis was placed on diversifying financing sources and fostering a favourable business environment. The 2025 Trade and Investment Dialogue aims to enhance market access, supply-chain resilience, and economic integration.
Investment opportunities were highlighted in clean technologies, digital trade, and low-carbon energy. Cooperation on renewable energy, hydrogen, energy efficiency, carbon capture, and innovative technologies was underscored. Commitment to the Paris Agreement was reaffirmed alongside efforts on climate change issues.
Humanitarian Efforts
The meeting welcomed an administrative arrangement between the GCC Emergency Management Centre and the European Commission’s Directorate-General for Civil Protection to boost disaster-response cooperation. The launch of the GCC Radiological Data Exchange Platform was noted as well.
Joint humanitarian action remains important, ensuring access for aid workers while protecting civilians according to international humanitarian law. On education, research, and innovation, cooperation will expand through Horizon Europe and Erasmus+ programmes.
Regional Security Concerns
The council condemned an Israeli attack on Qatar on 9 September 2025 as an unacceptable escalation undermining mediation efforts for a Gaza ceasefire. Support for Qatar’s sovereignty was reaffirmed along with backing for a two-state solution based on UN resolutions.
The New York Declaration on Palestine's peaceful settlement received endorsement. A permanent ceasefire with full humanitarian access is sought alongside compliance with international law. Mediation efforts by Qatar, Egypt, the US, Saudi Arabia, and France were commended.
Focus on Regional Stability
On Iraq's maritime boundary issues with Kuwait under international law were stressed alongside respecting treaties. Regarding Iran renewed nuclear sanctions raised concern; cooperation with IAEA is urged while ending occupation of UAE islands through negotiation or arbitration is called upon.
In Yemen support continues for UN-led political processes; mediation by Saudi Arabia Oman praised urging Houthis engage seriously stop Red Sea attacks ensure navigation freedom release detainees emphasising humanitarian aid famine prevention economic stability.
Syria's Sovereignty
