EU And UAE Officially Launch Negotiations For Strategic Partnership Agreement
The United Arab Emirates and the European Union have initiated talks for a Strategic Partnership Agreement (SPA). This announcement was made by Dubravka Šuica, EU Commissioner for the Mediterranean, and Lana Nusseibeh, UAE Minister of State in the Ministry of Foreign Affairs. The SPA aims to strengthen bilateral ties in key areas and complements ongoing negotiations for an EU-UAE Free Trade Agreement.
The SPA is designed to provide a comprehensive framework for UAE-EU cooperation. It aligns with the goals set at the 2024 EU-Gulf Cooperation Council Summit in Brussels. This agreement also supports objectives from the 2022 EU Joint Communication on a Strategic Partnership with the Gulf and the 2018 Cooperation Arrangement between the European External Action Service and the UAE's Ministry of Foreign Affairs.

Šuica and Nusseibeh expressed their commitment to enhancing the strategic partnership between the UAE and EU. They highlighted areas such as trade, investment, and humanitarian aid as key focus points. Both parties see themselves as bridge-builders connecting Europe, the Middle East, Asia, and Africa.
The agreement aims to boost collaboration for regional peace and stability while upholding multilateralism and international law. It seeks to explore new opportunities in connectivity, research, innovation, energy, green transition, digital transformation, and artificial intelligence.
Both sides are committed to advancing a forward-looking partnership that strengthens UAE-EU relations amid challenging regional and global contexts. This partnership is intended to benefit people across Europe, the UAE, and neighbouring regions.
The SPA represents a significant step towards institutionalising cooperation between these regions. It reflects an ambitious agenda set by leaders at recent summits and agreements. The focus remains on fostering mutual growth through shared priorities in various sectors.
