JIAT Issues Statement Clarifying Allegations Against Coalition Forces Regarding Mosque Targeting In Amran Governorate

The Joint Incidents Assessment Team (JIAT) addressed allegations concerning a Coalition Forces airstrike on 23 September 2019, which reportedly targeted a mosque in Al-Sawad, Amran governorate. According to a statement from the United Nations Resident Coordinator in Yemen, an airstrike occurred on that date. JIAT conducted a thorough investigation into these claims.

JIAT's investigation involved reviewing various documents, including air tasking orders and mission reports. They also examined satellite images and consulted with those involved in planning and executing air missions. The assessment aimed to determine the validity of the allegations against Coalition Forces.

JIAT Clarifies Allegations of Mosque Targeting

Upon examining the air missions conducted by Coalition Forces on 23 September 2019, JIAT found no operations were carried out in Amran governorate on that day. However, intelligence received on 22 September indicated Al-Houthi militia activity in Harf Sufyan directorate, prompting immediate action.

On 22 September, Coalition Forces identified legitimate military targets based on intelligence about Al-Houthi militia gatherings preparing for an attack. The operation took place at specific coordinates within Harf Sufyan directorate using guided bombs to ensure precision and minimise civilian harm.

The mission executed by Coalition Forces at 9:32 pm on 22 September targeted Al-Houthi militia gatherings. During the operation, some fighters moved into a nearby room, losing civilian protection due to its use for military purposes. This action was consistent with international humanitarian law principles.

Satellite images reviewed by JIAT showed traces of aerial targeting at the location in Ozlat Al-Sawad. The area was remote with no civilian structures or roads nearby. There were no visible signs indicating the room's nature or purpose.

Comparison with Allegations

The claim suggested a mosque was targeted; however, JIAT found no evidence of a mosque's existence at the site. The absence of typical mosque features like a minaret supported this conclusion. The timing of the air mission also differed from prayer times, further questioning the claim's accuracy.

JIAT concluded that Coalition Forces' actions complied with international humanitarian law when targeting Al-Houthi militia gatherings. While there was no proof of a mosque being hit, it remains possible that the room served as a prayer space.

If it is confirmed that the room was used for prayer, JIAT recommends voluntary assistance from Coalition states for any damage incurred during the operation.
