Istitlaa Public Consultation Platform Opens 12 Projects For Public Feedback

The National Competitiveness Center is using the Public Consultation Platform "Istitlaa" to seek opinions on 12 draft projects linked to economic and development affairs. These projects are prepared with 11 government bodies. Members of the public, government agencies, and private sector institutions are invited to review the proposals and submit comments before any formal approval process takes place.

The introduction of draft regulations, publics, and similar projects through the Istitlaa platform serves as an affirmation of enhanced transparency in the legislative environment. In addition, Istitlaa fosters a culture of public participation by enabling citizens, government agencies, and the private sector to contribute their insights and feedback on proposed regulations related to the business environment.

Istitlaa Opens 12 Projects for Feedback

Several ministries are using "Istitlaa" to consult on specialist regulations that affect investors, tourists, utilities users, and technology stakeholders. The Ministry of Investment, the Ministry of Tourism, the Saudi Water Authority, and the Communications, Space and Technology Commission are among the main participants. Each body has posted one or more projects, with feedback windows that remain open until the stated deadlines.

The Ministry of Tourism has submitted a major project on the platform under the title ‘Regulations for Leasing Units to Intermediaries in Tourist Hospitality Facilities.' The Saudi Water Authority is consulting on ‘Bulk Purchase Requirements for Water, Sewage and Self-Distribution Services,' which targets relations between service providers and large beneficiaries. The proposal seeks clear service boundaries and responsibilities, better delivery and self-distribution performance, and stronger water sustainability. It also aims to maintain fairness and transparency in how services are provided. Public consultation on both projects will remain open until .

The Ministry of Investment has posted a draft titled ‘Guidelines for Procedures to Control Violations of the Investment Law and Its Implementing Regulations.' The document explains the steps enforcement officers must follow when any investor violates the Investment Law, its Implementing Regulations, or the breaches listed in the Investor Guide. Public feedback on both projects will be accepted until .

The Communications, Space and Technology Commission is consulting on a project named 'National Frequency Plan.' Through this project, the commission aims to collect opinions on proposed amendments to the National Spectrum Plan. The consultation allows specialists and interested parties to study the draft and submit technical or regulatory comments. Public feedback on the project is open until .

By gathering views across tourism, investment, water services, and communications, the "Istitlaa" platform supports more informed rule-making. The approach gives Saudi residents, organisations, and investors a structured way to share concerns and recommendations. The National Competitiveness Center and its partner bodies then consider these inputs when refining draft regulations before moving towards final approval.
