Innovation District Blueprint To Drive Saudi Knowledge Economy And Investment
The Research, Development, and Innovation Authority (RDIA) has launched the "Innovation District Blueprint", a national roadmap for designing, running, and upgrading innovation districts across Saudi Arabia. The document aims to convert these areas from simple real estate projects into integrated innovation ecosystems that strengthen the Kingdom’s global competitiveness and support research, development, and innovation activities.
RDIA explains that the Blueprint seeks to create stable, attractive environments for investors and entrepreneurs, cutting perceived risk while speeding the shift of scientific research into measurable economic returns. It directly supports Saudi Vision 2030 goals by promoting an innovation-driven economy centred on knowledge, advanced technologies, and high-value companies within these districts. RDIA notes that the launch comes during strong growth in Saudi Arabia’s research, development, and innovation sector.

According to RDIA, the Innovation District Blueprint has been prepared in line with international best practices and functions as a national operating system for innovation districts. It outlines six core enablers that guide governance, infrastructure, talent, research collaboration, technology transfer, and long-term funding across the Kingdom’s emerging and existing districts. It moves attention from property management towards building active knowledge communities.

The Blueprint responds to different maturity levels across current innovation districts, including technology valleys and science parks, by offering a unified benchmark. RDIA states that shared terminology and standards will align national efforts and clarify complementary responsibilities, helping stakeholders manage, plan, and upgrade districts under one coherent framework that can be applied nationwide.
RDIA underlines that the Innovation District Blueprint grew from cooperation with the National Industrial Development and Logistics Program (NIDLP) as strategic partner, alongside key national institutions. MODON, King Abdulaziz City for Science and Technology, several technology valley companies, leading universities, and the Prince Turki Bin Mohammad Bin Fahd Center for Creativity and Entrepreneurship all contributed to shaping the framework.
Technology valley contributors named in the Innovation District Blueprint are Dhahran Techno Valley, Wadi Makkah, Wadi Jeddah, and Dammam Valley, together with academic partners King Abdullah University of Science and Technology, King Saud University, King Faisal University, Qassim University, and the University of Tabuk. Their involvement supports integrated innovation districts that nurture entrepreneurs and research teams.
Operating under the slogan "Crafting a Home for Opportunity", RDIA outlines a new ambition. Innovation districts should become a genuine "Home for Opportunity", hosting creative minds and enabling billion-dollar companies.
