Human Resources Ministry Unveils Major Localization Decisions For 269 Professions In Saudi Arabia
The Ministry of Human Resources and Social Development (HRSD) has collaborated with the ministries of health, commerce, and municipalities and housing to boost localization in 269 professions. This initiative aims to increase job opportunities for Saudi citizens across the Kingdom in fields like dentistry, pharmacy, accounting, and technical engineering.
Effective immediately, pharmacy localization rates will be adjusted in partnership with the Ministry of Health. Establishments with at least five pharmacy employees must meet specific localization targets: 35% in community pharmacies and medical complexes, 65% in hospital pharmacies, and 55% in other pharmacy-related roles.

For dental professions, establishments with three or more employees will see a phased increase in localization rates. The rate will start at 45% and rise to 55% after one year. Additionally, the minimum wage for dental roles has been set at SAR9,000 for localization calculations.
In collaboration with the Ministry of Commerce, HRSD is implementing a phased plan to increase Saudization in accounting professions. Starting soon, this initiative will span five years. Establishments with five or more accountants will begin at a 40% Saudization rate, gradually reaching 70% over the period.
The HRSD has also partnered with the Ministry of Municipalities and Housing to enhance Saudization in technical engineering roles. From now on, private sector companies with five or more employees in these fields must achieve a 30% Saudization rate.
HRSD has published detailed guidelines on its website regarding Saudization calculations and penalties for non-compliance. These efforts align with Vision 2030's goal to create more employment opportunities for Saudi nationals across various sectors.
