Hamdan Bin Mohammed Issues Resolution For Workforce Productivity Measurement System In Dubai

H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, in his role as Chairman of The Executive Council of Dubai, has issued Executive Council Resolution No. (67) of 2025. This resolution introduces a Workforce Productivity Measurement System for government entities in Dubai. Implementation will occur in phases, as outlined by the Dubai Government Human Resources Department (DGHR).

The initial phase involves measuring productivity using recognised standards. This includes assessing services delivered against workforce size, total salaries, and actual working hours. Following this analysis, initiatives will be developed to enhance efficiency and service quality. The final phase will focus on evaluating the system's effectiveness.

New Workforce Productivity System in Dubai

The General Secretariat of The Executive Council of Dubai is tasked with identifying and updating government services. They will coordinate with entities like the Department of Finance, Dubai Digital Authority, and DGHR to provide technical support and approve services, data, and performance indicators.

The DGHR is responsible for managing the system alongside relevant entities. Their duties include preparing a procedural guide, developing productivity indicators, and coordinating with the General Secretariat on service data. They also work with the Finance Department to verify budgets and review productivity outcomes.

Additionally, DGHR monitors compliance, assesses impacts, and submits reports to the General Secretariat. They provide recommendations to improve efficiency based on productivity results.

Technical Support and Compliance

The Dubai Digital Authority provides technical advice to DGHR for developing the system’s digital platform and data tools. Government entities must follow the procedural guide to classify services and provide necessary data on workforce and budgets.

Entities are also required to enhance service quality, optimise resources, implement productivity initiatives, submit reports to DGHR, and act on recommendations for financial efficiency improvements based on productivity analysis.

Resolution Implementation Details

The Director-General of DGHR will issue decisions for implementing this Resolution in coordination with relevant entities. Any conflicting provisions in other resolutions are annulled by this Resolution.

This Resolution becomes effective upon its publication in the Official Gazette.
