Hamdan Bin Mohammed Approves Key Initiatives To Enhance Social Welfare And Digital Transformation In Dubai
H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has endorsed several initiatives to boost social development, quality of life, and digitalisation in Dubai. During a meeting of The Executive Council of Dubai, he welcomed the announcement by President His Highness Sheikh Mohamed bin Zayed Al Nahyan to designate 2025 as the Year of Community. This aligns with the Dubai Social Agenda 33, supported by an AED208 billion budget.
The Executive Council approved the Dubai Child Protection Protocol, a comprehensive framework for child welfare focusing on family support. It includes strategic projects like proactive child welfare services, training for social workers, and legislative reforms. The initiative covers various life stages from prenatal care to youth development and involves collaboration among government entities such as Dubai Police and the Community Development Authority.
The newly approved Community Development Fund Policy supports the Dubai Social Agenda 33 by enhancing community services and funding social programmes. Managed by the Community Development Authority, it aims to empower UAE nationals and drive innovation in social support. The policy focuses on improving social services and fostering an inclusive society.
H.H. Sheikh Hamdan highlighted digital transformation and sustainable urban development as key to Dubai’s growth. He stated that under H.H. Sheikh Mohammed bin Rashid's directives, Dubai sets a model for a cohesive society with advanced infrastructure and forward-looking individuals ready to seize opportunities.
The Executive Council also approved Strata Registration, a property classification initiative aimed at enhancing home ownership for UAE citizens. It allows property owners to subdivide real estate units and issue independent title deeds within buildings. Implemented in two phases by the Dubai Land Department, it targets multi-storey buildings in investment zones first before extending to villa communities.
The Super Block initiative was also approved to reinforce Dubai’s status as a pedestrian-friendly city. This project transforms urban areas into pro-pedestrian zones to improve quality of life and promote sustainable mobility. Aligned with the Dubai 2040 Urban Master Plan, it aims to reduce carbon emissions by creating car-free residential areas with increased green spaces.
Unified Digital Platform Initiative
The Unified Digital Platform Initiative was approved to integrate government digital services under one platform in Dubai. This aligns with the Services 360 Policy and aims for top global digital service rankings by 2027. It consolidates platforms like ‘Dubai Now’ and ‘Invest in Dubai,’ targeting full digital service coverage with high customer satisfaction rates.
H.H. Sheikh Hamdan emphasised that declaring 2025 as the Year of Community strengthens social cohesion. He stated this initiative will accelerate efforts towards achieving the objectives of the Dubai Social Agenda 33 through innovative solutions that meet societal needs.
During the meeting attended by H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, H.H. Sheikh Hamdan called on all government entities to support these initiatives. He noted they would enhance Dubai’s global standing while promoting social well-being and driving sustainable progress through collective responsibility.
