H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has issued Executive Council Resolution No. (13) of 2025. This resolution establishes the Data and Statistics Committee in Dubai. The committee will be led by the Director General of the Digital Dubai Authority, with Younus Abdulaziz Al Nasser as Vice Chairman.
The committee's members include Arif Abdulrahman Ahli, Dr. Mariam Obaid Al Muhairi, Mohammed Yousef Al Mudharreb, Issa Harib bin Haider, Khalid Ali Al Jallaf, Khalid Ahmed Al Falasi, Omar Khalifa Al Suwaidi, Rashid Obaid Al Sharid, and Majida Ali Rashid. Representatives from Dubai’s State Security Department and the Dubai Electronic Security Center are also part of the committee.

The resolution emphasises data's importance in Dubai’s digital transformation. By using AI and advanced technologies, it aims to improve government operations and enhance the digital economy. The committee is tasked with integrating data use and governance across Dubai.
This involves strengthening coordination among government entities to address challenges and adapt to developments in data management. The committee will ensure alignment with strategic objectives for data exchange and statistics generation.
The committee will focus on improving operational efficiency through modern technologies for data dissemination and exchange. It will provide insights into future strategic data projects and define mechanisms for data usage within the emirate.
Additionally, it will recommend best practices for calculating statistical values and metrics. Ensuring adherence to standards set by Dubai Data and Statistics is another key responsibility of the committee.
Compliance and Support
The committee will oversee compliance with the government's Data Maturity Framework. It will establish a system for organising records and streamline data exchange across Dubai. Identifying essential data for AI applications is also part of its mandate to enhance service experiences.
All government entities must cooperate with the committee by providing necessary data promptly to support its tasks under this resolution. Administrative and technical support will be provided by Dubai Data and Statistics to enable the committee's functions.
Implementation of New Resolution
The Chairman of the Data and Statistics Committee will issue decisions needed to enforce this resolution's provisions. This new resolution replaces Executive Council Decision No. (2) of 2008 concerning the Statistical Coordination Committee's establishment.
This resolution nullifies any conflicting legislation. It takes effect from its issuance date and will be published in the Official Gazette.
