Hail Tourism Investment Surges As Saudi Winter Is Alive Accelerates Growth
Hail records strong tourism growth, with more than 1.8 million visitors by the end of the third quarter. Tourism spending in the region reaches about SAR2.5 billion. These figures highlight the region’s strengthening position in Saudi Arabia’s domestic and international travel market during the current winter season.
The increase in visitors links closely to the Saudi Winter program, "Winter Is Alive." Hail is promoted as a key winter stop, supported by its natural landscapes and cultural attractions. The region is being prepared as a complete destination, ready to host travellers and attract investment from within the Kingdom and abroad.

As part of this shift, Hail is now home to 96 licensed tourism facilities as of the third quarter. This represents a 48% rise compared with earlier periods. The number of hotel rooms in the region climbs to more than 3,600, showing growth of 36% in available accommodation capacity for visitors.
The Saudi tourism ecosystem, led by Minister of Tourism Ahmed Al-Khateeb, positions Hail as an integrated tourism hub. Authorities work to simplify procedures for investors and shorten project timelines. Investment enablers and incentive schemes help reduce development costs and speed up the move from planning to actual operations on the ground.

To date, the tourism ecosystem has supported 35 projects in Hail, including 14 new developments. Total investments reach around SAR2.4 billion. These initiatives add about 2,000 hotel rooms, broadening Hail’s hospitality supply and supporting a wider range of tourism experiences for domestic and international travellers.
The Tourism Development Fund plays a central role in this activity. The fund offers tailored financing solutions for tourism, hospitality and support services. Its products also target unique tourism experiences, helping investors convert planned concepts into real assets that operate across accommodation, leisure and related services in the Hail region.
Hail tourism promotion and Saudi tourism ecosystem support
Promotion efforts run in parallel with investment measures. The Saudi Tourism Authority manages destination marketing through a unified national approach. Under the Saudi Winter program, around SAR30 million is allocated specifically to promote Hail. Campaigns generate more than 300 media coverages and involve over 50 partners providing tailored packages and seasonal offers.
These combined efforts are expected to add more than SAR180 million each year to Hail’s regional GDP. The impact spreads across tourism-related value chains, supporting jobs, services and local businesses. As the Saudi tourism ecosystem continues to advance sector growth, Hail’s role as a winter tourism destination is becoming more established within the Kingdom and abroad.
