Guterres Urges Israel To Reconsider Ban On UNRWA Operations In Jerusalem

UN Secretary-General António Guterres has urged Israel to reverse its decision to halt all operations of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in Jerusalem. The directive also requires UNRWA to vacate its premises by the end of Thursday. Guterres conveyed his concerns in a letter to Israel’s Permanent Representative to the United Nations, Ambassador Danny Danon.

Guterres highlighted that the decision contradicts the legal framework governing UNRWA's activities. He emphasised the agency's crucial role in delivering essential humanitarian aid and services to Palestinian refugees. The Secretary-General stressed that any limitations on UNRWA's operations significantly impede its humanitarian mission in the occupied Palestinian territories.

Guterres Calls for Reversal of UNRWA Ban

The Secretary-General referenced previous communications with Israeli officials, including letters sent to the Israeli Prime Minister on 4th and 28th October 2024. He also mentioned correspondence with the Presidents of the UN General Assembly and Security Council on 9th December 2024 and 8th January 2025. These communications underscored the importance of UNRWA's work.

Guterres pointed out a resolution passed by the UN General Assembly during its 10th Emergency Special Session on 11th December 2024. This resolution reaffirmed that no other entity can replace UNRWA in providing necessary aid and services to Palestinian refugees. The resolution highlights the irreplaceable nature of UNRWA's contributions.

The Secretary-General warned that legislation passed by the Knesset on 28th October could hinder humanitarian efforts. He noted that such measures might obstruct objectives related to delivering life-saving aid and supporting reconstruction efforts in Gaza. Guterres stressed that these actions could have significant consequences for humanitarian assistance.

He reiterated that a ceasefire agreement in Gaza should enable humanitarian aid delivery and support growing needs for life-saving assistance. This agreement is vital for facilitating reconstruction efforts, which are crucial for addressing urgent humanitarian needs in Gaza.

The Secretary-General's appeal underscores the critical role of UNRWA in providing essential services to Palestinian refugees. His call for Israel to reconsider its decision reflects concerns about potential disruptions to vital humanitarian operations in Jerusalem and beyond.
