GSR25: Global Symposium For Regulators Opens In Riyadh To Discuss Sustainable Digital Development

The 25th Global Symposium for Regulators (GSR25) began in Riyadh, organised by the Communications, Space and Technology Commission (CST) with the International Telecommunication Union (ITU). The event, themed "Regulation for Sustainable Digital Development," is hosted at the King Abdulaziz International Conference Center. Representatives from over 190 countries are attending.

Eng. Haytham AlOhali, Acting Governor of CST, welcomed guests and participants, marking the event's 25th anniversary alongside ITU's 160th year. He expressed gratitude to King Salman bin Abdulaziz Al Saud and Crown Prince Mohammed bin Salman for their support in the communications sector. AlOhali emphasised Saudi Arabia's role as a hub for digital regulation dialogue.

GSR25 Kicks Off in Riyadh Today

AlOhali highlighted Saudi Arabia's achievements in AI, data centres, and digital governance under Vision 2030. The digital economy now contributes 15% to GDP, driven by private-sector investments. He noted that Saudi Arabia has become a regional and global technology hub due to leadership support.

He also stressed human capital development as crucial to Vision 2030. Saudi Arabia has built a large digital talent pool with over 380,000 specialised jobs in technology. Women's participation rose from 7% in 2018 to 35%, surpassing G20 and EU averages.

Despite progress, AlOhali noted challenges remain with 2.6 billion people unconnected globally. Disparities persist in digital capacity and affordability. A joint study by Saudi Arabia and ITU estimates $2.6-$2.8 trillion needed to close the digital divide across connectivity, skills, affordability, and policy.

Approximately $1.7 trillion is required for connectivity alone, triple the previous estimate from 2020. This underscores the need for global collaboration to build inclusive digital societies.

Future of Digital Regulation

Dr. Cosmas Zavazava from ITU’s Telecommunication Development Bureau discussed the Global Economic Model Study during his keynote speech. This study will measure digital infrastructure's impact on other sectors and reduce financial pressures on operators through cost-sharing mechanisms.

The initiative aims to strengthen digital infrastructure resilience for long-term investments using advanced economic analysis tools based on international practices.

Commitment to Sustainable Development

ITU Secretary-General Doreen Bogdan-Martin remarked on GSR25 as both a celebration and recommitment to prioritise people and planet in digital frameworks. She emphasised ensuring technology bridges divides for a safe, inclusive future.

"The next 25 years will be defined by the frameworks we build," she said, highlighting trust-building and collaborative choices as key factors.

Saudi Arabia's Role in GSR25

CST hosts GSR25 until September 3rd, 2025, showcasing international confidence in Saudi Arabia’s pioneering role in digital regulation. The event reaffirms Saudi Arabia’s commitment to sustainable digital development goals (SDGs) and advancing global connectivity solutions.

"GSR25 is a celebration of two and a half decades of global regulatory leadership; it is also a launchpad for the future," Dr. Zavazava stated. He added that GSR25 Best Practice Guidelines equip regulators to foster innovation and cooperation for sustainable development impacts worldwide.
