Global Future Councils 2025: Leaders Discuss New Technological And Ethical Frameworks For Digital Transformation
At the Annual Meetings of the Global Future Councils 2025, digital transformation was a central theme. Organised by the UAE Government with the World Economic Forum (WEF), this event gathered international leaders and experts to discuss strategic directions. The focus was on creating a technological and ethical framework to guide technology's role in benefiting humanity and society.
The Technology theme included seven specialised Councils aimed at developing frameworks for safe technology use. These Councils emphasised cross-sectoral cooperation among governments, private sectors, and civil societies to promote sustainable development. Recommendations were made to foster a transparent and efficient technology ecosystem that addresses rapid technological changes.

The Global Future Council on Artificial General Intelligence explored cognitive systems nearing human-level abilities with self-learning capabilities. Discussions covered ethical and technical control aspects, open-source approaches, and societal implications. The Council sought ways to deploy these systems responsibly for economic and social benefits while ensuring privacy protection.
Meanwhile, the Global Future Council on Autonomous Systems examined interactions between humans and autonomous systems like robots. Emphasis was placed on designing safe systems that collaborate effectively with humans in various environments. Strategies were discussed to minimise unintended consequences and build public trust in these technologies.
In response to increasing reliance on AI and digital infrastructure, the Global Future Council on Cybersecurity focused on protecting critical digital systems from emerging threats. Experts reviewed best practices for enhancing cyber resilience and debated international governance frameworks to safeguard economies against transnational risks.
The Global Future Council on Data Frontiers addressed the rapid growth of generative AI and synthetic data use. Discussions highlighted the need for balanced frameworks governing intellectual property rights and privacy. Mechanisms were explored for using generated data to improve intelligent models while mitigating risks like bias and misinformation.
Information Integrity Challenges
The Global Future Council on Information Integrity tackled misinformation challenges affecting public trust in institutions. The need for robust systems ensuring content credibility in today's digital platforms was stressed. Strategies focused on strengthening community resilience against misinformation while upholding freedom of expression.
Advancements in Computing
The Global Future Council on Next Generation Computing delved into innovations like quantum computing, biocomputing, and neuromorphic computing. These advancements promise new computational capabilities that could transform scientific research. Discussions centred around creating secure, sustainable computing systems that address complex challenges without harming the environment.
Space Technologies' Role
The Global Future Council on Space Technologies explored how space innovations can drive Earthly development. Topics ranged from satellite communication networks to low-gravity manufacturing. Members discussed space investments' pivotal role in opening new research frontiers that benefit global communities through international collaboration.
This landmark initiative involved over 700 experts from 93 countries across 37 Councils covering six themes: Technology, Economy, Society, Environment, Governance, and Health. It provided an international platform for dialogue on shaping future strategies across vital sectors to enhance life quality globally.
This initiative marks a milestone in the UAE Government's partnership with WEF over 16 years, hosting more than 900 Councils engaging over 12,000 officials worldwide. This collaboration has addressed numerous issues crucial to humanity's present and future well-being.
