General Court Of Audit President Discusses Role In Ensuring Digital Efficiency At Internet Governance Forum
Dr. Hussam Alangari, President of the General Court of Audit (GCA), took part in a discussion titled "Ensuring Digital Efficiency" at the Digital Government Forum. This event coincides with Saudi Arabia hosting the Internet Governance Forum (IGF) from December 15 to 19, 2024. The forum focuses on enhancing digital governance and efficiency across various platforms.
During the event, Dr. Alangari highlighted GCA's significant role in ensuring digital systems' efficiency. He pointed out that GCA conducts independent audits using methodologies aligned with the International Organization of Supreme Audit Institutions (INTOSAI) standards and global best practices. These audits assess entities based on economy, efficiency, and effectiveness.

Dr. Alangari explained that GCA ensures digital systems have adequate resources in terms of quantity and quality at the right time and minimal cost. This approach aims to optimize resource use while maintaining system performance. Additionally, GCA evaluates how entities adopt emerging technologies like cloud computing to reduce waste from expensive data center operations.
The integration and connectivity of systems at a national level are also verified by GCA to prevent duplication and ensure business continuity. This process helps protect digital assets by maintaining seamless operations across various platforms.
GCA assesses whether digital systems meet their intended goals and outcomes by generating reports that aid informed decision-making. These evaluations are crucial for understanding system performance and identifying areas for improvement.
Dr. Alangari also emphasized GCA's initiatives in adopting advanced digital solutions to support Saudi Arabia's digital transformation objectives. One such initiative is the Shamel 2.0 platform, an electronic audit system that has improved audit operations' efficiency through enhanced data exchange and communication capabilities.
Adopting Advanced Solutions
The Shamel 2.0 platform facilitates seamless data exchange, report preparation, and electronic communication of results to audited entities. This innovation aligns with the Kingdom's broader goals for digital transformation by streamlining audit processes and improving overall efficiency.
The forum provided an opportunity for Dr. Alangari to showcase GCA's efforts in promoting efficient digital governance within Saudi Arabia. By aligning with international standards and adopting cutting-edge technologies, GCA aims to enhance its audit capabilities while supporting national objectives.
