GCC States Stress Importance Of Russian Cooperation To Boost Strategic Ties
Secretary General of the Gulf Cooperation Council (GCC), Jasem Mohamed AlBudaiwi, highlighted the importance of cooperation with Russia at the seventh joint ministerial meeting for strategic dialogue between the GCC and Russia. He emphasised the historic and strategic ties binding them and noted efforts to accelerate the implementation of the Joint Action Plan (2023-2027) agreed upon in July 2023.
AlBudaiwi stressed that this meeting is part of a strategic dialogue established under a memorandum signed in Abu Dhabi in November 2011. This dialogue serves as a platform for ministerial-level discussions, facilitating the exchange of views on mutual concerns, including regional and global security threats, and exploring ways to enhance cooperation.

During the meeting chaired by Sheikh Mohammed bin Abdulrahman Al Thani, Prime Minister and Minister of Foreign Affairs of Qatar, with participation from GCC foreign ministers and Russian Foreign Minister Sergey Lavrov, AlBudaiwi reiterated that both sides are committed to strengthening friendly relations to meet their aspirations.
AlBudaiwi pointed out that many conflicts and crises currently affect global security and stability. He emphasised that GCC member states are making every effort to resolve disputes through dialogue, negotiations, and peaceful diplomatic means. He also stressed the importance of prioritising wisdom, dialogue, and respecting international norms to ensure global security.
He condemned ongoing Israeli violations against Palestinian civilians, stating these actions contradict human values, international law, humanitarian law, and relevant UN resolutions. "This unfortunate reality highlights the failure of the international community to find a comprehensive solution," he said. The GCC reaffirmed its solidarity with Palestinians, demanding an immediate ceasefire and access to humanitarian aid for Gaza residents.
Yemen Crisis Efforts
Regarding Yemen, AlBudaiwi praised Saudi Arabia and Oman for their efforts in reviving the political process towards a sustainable solution. He urged Houthis to engage positively with UN efforts to end the Yemeni crisis and consider peace initiatives seriously to alleviate Yemeni suffering.
AlBudaiwi also mentioned that developments in the Red Sea impact international navigation security and global trade negatively. He called for de-escalation to maintain stability in the Red Sea and Gulf of Aden while respecting freedom of navigation according to international law.
Support for Ukraine Mediation
The GCC supports mediation efforts regarding Ukraine's situation. AlBudaiwi stated that they back resolving the Russia-Ukraine crisis through a ceasefire and political negotiations leading to a sustainable solution. He also mentioned support for facilitating grain exports and humanitarian supplies to help affected countries achieve food security.
In conclusion, AlBudaiwi urged urgent action from the international community to protect Gaza civilians. He called for support for Palestine's recognition efforts by more countries and full UN membership. Additionally, he advocated convening an international conference for comprehensive peace based on a two-state solution.
