GCC Secretary-General Announces New Strategy To Combat Money Laundering Across Member States
The Gulf Cooperation Council (GCC) Secretary-General, Jasem Albudaiwi, highlighted the enactment of laws by GCC states to tackle money laundering. He noted that a Gulf strategy is being developed to address this issue. "This will establish new foundations for cooperation to face this complex crime and elevate coordination with our international partners," Albudaiwi stated.
Albudaiwi emphasised the need for a comprehensive Gulf security strategy against money laundering. This strategy should be based on collective security principles and translate into practical and effective plans. The GCC states had previously stressed the importance of enhancing legislative systems to combat terrorism financing and money laundering as part of their 2024 regional security vision.

The workshop for preparing the GCC Strategy for Combating Money Laundering was hosted by Kuwait's Ministry of Interior in collaboration with the United Nations Office on Drugs and Crime (UNODC) Regional Office. Specialists from various GCC ministries and authorities attended the event in Kuwait City.
The proposed strategy includes five main pillars. The first pillar involves creating supportive security legislation and policies to strengthen interior ministries' roles in closing loopholes exploited by criminals. It also ensures effective coordination with financial and regulatory bodies.
The second pillar focuses on joint security operations, investigations, and coordination through forming Gulf task forces and implementing operations. The third pillar addresses technology and security analysis, investing in artificial intelligence, financial data analysis, and secure electronic links for information exchange on financial crimes.
The fourth pillar is dedicated to tracing illicit funds related to drugs, corruption, terrorism, and human trafficking. It involves joint seizure, freezing, confiscation operations, and enhancing international cooperation in asset recovery. The fifth pillar covers security training and awareness through specialised training programs for interior ministry officers.
Importance of Coordination
Albudaiwi pointed out the General Secretariat's commitment to ensuring a comprehensive strategy in coordination with GCC member states' interior ministries. This strategy aims to be integrated across all relevant sectors based on these five pillars.
"The workshop for preparing the GCC Strategy for Combating Money Laundering represents an important milestone in the journey of joint Gulf action to confront one of the most dangerous cross-border crimes," Albudaiwi concluded. He stressed that such crimes threaten economic stability and affect regional societies' stability and reputation at both regional and international levels.
