GCC Secretary-General Emphasises Strategic Partnership With France For Regional Security And Prosperity
The Gulf Cooperation Council (GCC) Secretary-General, Jasem Albudaiwi, highlighted the enduring partnership between the GCC and France. This alliance is rooted in historical ties aimed at fostering security and prosperity both regionally and globally. Albudaiwi's comments were made during a joint ministerial meeting with France, held alongside the 80th United Nations General Assembly session in New York.
Albudaiwi recalled a pivotal meeting in Riyadh in 2015, which marked the beginning of this strategic partnership. He stated, "This partnership established close cooperation in various fields of common interest. The General Secretariat, in coordination with the member states and the French Republic, has continued this cooperation, and a draft joint action plan has been prepared. This plan covers political, security, economic, cultural, education, energy, and other fields of mutual interest. The GCC looks forward with great interest to finalizing the plan's draft for its adoption as soon as possible, to serve as a practical framework for expanding the partnership between the two sides."

Albudaiwi stressed that current regional and international challenges necessitate enhanced dialogue with partners like France. He said these discussions are crucial for addressing shared issues and seizing opportunities to promote security and sustainable development worldwide. He also condemned recent Israeli actions against Qatar as violations of sovereignty and international law.
He further noted that two emergency summits in Doha showcased unified Gulf opposition to Israeli aggression. These meetings resulted in statements condemning Israel's actions and affirming support for Qatar. They called for urgent international measures to hold Israel accountable for its actions.
The Secretary-General reiterated the GCC's commitment to Palestinian rights. He emphasised the need for an immediate ceasefire in Gaza and humanitarian aid access. "We would like to emphasize the necessity of reaching an immediate and comprehensive ceasefire agreement in the Gaza Strip," he added.
Albudaiwi praised France's role alongside Saudi Arabia in leading a high-level conference on Palestine at the UN headquarters from July 28 to 30, 2025. This event led to the New York Declaration supporting a two-state solution. He commended France's recognition of Palestine as a significant step towards peace.
Commitment to International Norms
Albudaiwi underscored adherence to international norms such as respecting sovereignty and non-interference in internal affairs. He highlighted maintaining maritime security as vital for regional stability. "This ensures a secure and stable environment for our nations and peoples," he stated.
The Secretary-General concluded by affirming that the GCC-France partnership is essential for future cooperation. "Our partnership with the French Republic is a strategic necessity," he remarked confidently about strengthening ties further.
