FNC Recommends Strengthening National Media's Role Through Comprehensive Government Policy Initiatives

The Federal National Council (FNC), led by Speaker Saqr Ghobash, recently held its ninth meeting of the Second Ordinary Session of the 18th Legislative Term in Abu Dhabi. During this session, the council adopted several recommendations to enhance national media's role in reinforcing national identity. The meeting was attended by Abdulrahman bin Mohamed Al Owais, Minister of Health and Prevention, and Abdulla bin Mohammed bin Butti Al Hamed, Chairman of the National Media Office.

Abdulla bin Mohammed bin Butti Al Hamed highlighted the UAE's commitment to strengthening media's role in line with national progress. He emphasised adopting international best practices while respecting local values. "The UAE enjoys an exceptionally strong international reputation," he noted, reflecting on leadership efforts to communicate the nation's standing globally.

The FNC stressed the importance of Emiratising leadership roles within media institutions across both public and private sectors. They recommended preparing second- and third-tier leaders and utilising experienced national media talents as advisors and trainers. These experts should participate in discussion panels, workshops, and forums domestically and internationally.

To further develop media skills, the FNC suggested forming partnerships with educational institutions. This collaboration aims to train students in modern media practices. Aligning academic programmes with industry needs is also crucial to meet labour market demands effectively.

The council proposed reorganising responsibilities among media outlets to clarify jurisdictions during implementation. A single media authority should serve as a reference for all entities, enhancing coordination. The National Media Office's role should be activated fully, leveraging increased workforce and resources.

Al Hamed explained that local media councils play a vital role by providing input to the central council. Regular high-level sessions ensure consistent coordination nationwide. Over five sessions have been held with representatives from all media sectors so far.

Enhancing National Identity Through Media

The FNC recommended forming an advisory committee focused on deepening media content related to national identity. This committee would establish clear guidelines for reinforcing these themes across various platforms.

Al Hamed mentioned ongoing efforts to unify elements of Emirati identity within media content through collaboration with the Ministry of Culture. This initiative aims to strengthen cultural representation in national narratives.

Adapting to Digital Evolution

Jamal Mohammed Obaid Al Kaabi and Mohammed Saeed Al Shehhi presented overviews of their respective organisations' achievements in 2024. They highlighted how digital platforms drive continuous evolution in media operations.

The NMO chairman affirmed that both offices are streamlining processes amid rapid digital shifts. "We've met with UAE citizen students and graduates," he said, motivating them towards specialisations needed in modern media fields.

Empowering Local Talent

Responding to concerns about limited national professionals in media institutions, Al Hamed outlined partnerships with initiatives like NAFIS. These collaborations have facilitated at least 60 graduates entering relevant fields.

A dedicated committee comprising 50 national experts is working on developing a robust new media ecosystem. Their mandate includes transferring extensive experience to cultivate skilled Emirati professionals.

Monitoring Social Media Platforms

The National Media Office monitors social platforms to enhance the country's positive image globally. While these platforms remain largely ungoverned worldwide, cooperation with relevant authorities continues positively.

"Social awareness has been a focus since the State's establishment," Al Hamed stated, noting efforts targeting all ages through awareness programmes across sectors.

Promoting Open Dialogue

An open weekly Majlis has been established across all emirates for discussing various topics without objection. Committees address differing opinions constructively while raising societal awareness through dialogue.

A new portal will soon facilitate registration, training, and broader participation among content creators under oversight agreements between key governance bodies.
