FNC Adopts Key Recommendations For Strengthening Artificial Intelligence Governance In The UAE
The Federal National Council (FNC) has approved several recommendations concerning the government's approach to artificial intelligence (AI). The session, led by Speaker Saqr Gobash, included Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work. These recommendations highlighted the need to update laws related to technical aspects and data protection to align with AI advancements.
The FNC emphasised the necessity of creating laws that govern government data. This includes aspects like classification, storage, exchange, privacy, and optimal use of data from providers. The aim is to balance information sharing with maintaining confidentiality. A unified platform for open data sharing between government and private sectors was also proposed.

In addition, there is a call to support entrepreneurs and startups in AI through financial aid, marketing help, and technical support. Encouraging public-private partnerships for AI research and development is seen as crucial. Such collaborations are expected to enhance the implementation of AI strategies and improve the UAE's position in global AI markets.
Omar bin Sultan Al Olama discussed the stages of the UAE's AI strategy and digital transformation efforts. He noted that these initiatives began in 2002 with e-government services. By 2017, the UAE had become one of the most prepared nations for AI adoption. The strategy focuses on empowering citizens through various initiatives.
The implementation of this strategy is structured around eight objectives within three main pillars: establishing a strong foundation for AI, adopting AI activities and initiatives, and leading globally in this sector. Each phase spans three to four years.
Training for Future Jobs
A key focus of the first phase is attracting and training talent for future jobs enabled by AI. A specialised training programme managed by the National AI Programme in collaboration with the University of Oxford targets UAE government employees, private sector workers, and residents. This initiative aims to equip officials with skills necessary for achieving UAE Vision 2071 goals.
The FNC has decided to send these recommendations back to the Committee on Technology, Energy, Mineral Resources, and Public Utilities for further revision based on member discussions. Once revised, they will be returned to the council for approval before being submitted to the government.
This comprehensive approach reflects a commitment to advancing AI while ensuring data protection and fostering innovation across sectors in the UAE.
