FAHR Reports Significant Progress In Zero Bureaucracy Programme For Federal HR Services

The Federal Authority for Government Human Resources (FAHR) has made significant strides in reducing bureaucracy within federal human resources services and systems. This aligns with the Zero Government Bureaucracy (ZGB) programme, a national initiative aimed at streamlining government procedures. FAHR launched the "Together to Zero Bureaucracy in the HR System" campaign, conducting meetings and workshops to enhance human resources processes.

Laila Obaid Al Suwaidi, Director General of FAHR, highlighted the ongoing development of federal HR systems to adapt to rapid changes. She noted that ZGB is crucial for enhancing the UAE's global competitiveness and achieving long-term national goals like the UAE Centennial 2071. The programme is a priority for FAHR, focusing on improving efficiency and flexibility in government operations.

FAHR's Progress in Zero Bureaucracy Programme

FAHR is working on six key areas under ZGB, including digital integration of HR data and enhancing digital experiences for employees. The organisation aims to create interconnected government services by collaborating with various public and private entities. This approach ensures customer data is requested only once, maintaining privacy while simplifying HR processes.

In collaboration with several service providers nationwide, FAHR offers proactive services through partnerships with entities like the Federal Authority for Identity and Citizenship and the Ministry of Health. These collaborations facilitate streamlined services such as sick leave approvals and unemployment insurance.

The digital experience for human resources has been improved with a new interface for the "Bayanati" system and an updated smart application. These innovations have reduced the time needed for self-service HR procedures by 56% and cut implementation steps by 67%. The application offers over 38 main services, enhancing employee interactions.

FAHR has aligned its service development with the Emirates Programme for Excellence in Government Services 2.0. By redesigning its core services, FAHR has reduced completion times by 49%, decreased required fields by 60%, and cut necessary documents by 67%. Generative AI is also used to address customer inquiries about HR policies.

Efforts to Eliminate Bureaucracy

To further eliminate bureaucracy, FAHR reviewed 23 HR procedures with federal partners, updating the federal government's HR guide. A new mechanism allows officials to approve multiple ministerial decisions quickly using digital identity, reducing signing time from 120 seconds to just seven seconds.

Internally, FAHR has improved processes by eliminating redundancies and unnecessary conditions. This effort reduced approval steps by 10% and operational steps by 29%. The Bureaucracy Zero Programme mandates ministries to cancel at least 2,000 procedures within a year, cutting procedure times by half.

The results of these initiatives will be assessed at the end of 2024, celebrating top achievements in simplifying government processes across various entities.
