ENOC And MENA Biofuels Collaborate To Enhance UAE's Sustainable Aviation Fuel Ecosystem
Saeed Mohammed Al Tayer, Chairman of ENOC Group, observed the signing of a Memorandum of Understanding (MoU) between ENOC and MENA Biofuels at the Dubai Airshow 2025. This agreement focuses on the collaboration for the supply and distribution of Sustainable Aviation Fuel (SAF) produced in the UAE.
Under this MoU, ENOC and MENA Biofuels will explore integrating SAF supply from the UAE's first commercial-scale SAF production facility. This facility is being developed by MENA Biofuels in the Fujairah Oil Industry Zone (FOIZ). The USD 300 million plant will convert used cooking oil and other waste-based feedstocks into certified SAF, initially producing 125 million litres annually, with plans to expand to 250 million litres per year.

The MoU represents a significant step towards enhancing national capabilities in large-scale production, supply, and distribution of low-carbon aviation fuel. Innovative solutions will expedite the future transformation of the aviation sector. Al Tayer stated that this partnership aligns with UAE’s efforts to build an integrated sustainable aviation fuel ecosystem, contributing to the nation’s Sustainable Aviation Fuel General Policy and Net Zero by 2050 Strategic Initiative.
Hussain Sultan Lootah, Acting CEO of ENOC Group, emphasised that developing a national SAF ecosystem requires scaling the full value chain together—from production to distribution and reliable offtake. "This partnership reflects ENOC's alignment with the UAE's national priorities," he said.
Mohamed Saeed Al Raqbani, Chairman of MENA Biofuels, highlighted that their focus is on making Sustainable Aviation Fuel commercially viable and operationally sustainable. He noted that aligning their production capabilities with ENOC’s distribution strength advances the UAE’s SAF Roadmap 2030 and accelerates the transition to low-carbon aviation.
Gati Al-Jebouri, CEO of MENA Biofuels, added that cooperation with ENOC creates necessary alignment to scale SAF production in the UAE. "It helps position the country as a regional centre for SAF," he said. The output from MENA Biofuels will contribute directly to UAE’s 2030 roadmap.
Regional Hub for Low-Carbon Innovation
The facility in Fujairah is expected to contribute up to 36% of UAE’s 2030 SAF target. It positions Fujairah as a regional hub for low-carbon fuel innovation. The partnership significantly enhances UAE’s domestic capacity to supply sustainable aviation fuel locally and across the wider region.
This collaboration exemplifies critical industry coordination essential for rapidly scaling SAF production, distribution, and adoption. It paves the way for a greener future in aviation by supporting decarbonisation efforts both regionally and globally.
