Emergency, Crises Centre Abu Dhabi Enhances Crisis Management Readiness At Barakah Nuclear Plant

The Emergency, Crises and Disaster Management Centre Abu Dhabi (ADCMC) recently conducted a detailed field exercise at the Barakah Nuclear Energy Plant. This initiative, in collaboration with strategic partners and various local and federal entities, is part of the 2025 Annual Joint Exercise Plan for Nuclear Incident Risks.

Major General Ahmed Saif bin Zaitoon Al Muhairi, Commander-in-Chief of Abu Dhabi Police and Chairman of the Emergency, Crisis, and Disaster Management Team, emphasised the strategic exercise's role in enhancing crisis response systems. He stated that it reflects international best practices in nuclear security and radiological safety.

Crisis Management Exercise at Barakah Plant

"The exercise symbolises a qualitative leap in assessing and improving the efficiency of this comprehensive system, while ensuring readiness of both field and operational teams in dealing with complex scenarios," he noted.

The Barakah Nuclear Energy Plant plays a vital role in the UAE's energy diversification efforts. It contributes significantly to reducing carbon emissions and increasing electricity production. Ensuring its operational safety is crucial for sustaining these benefits. The plant adheres to stringent safety standards, reinforcing the UAE's leadership in climate neutrality and commitment to a sustainable future.

Matar Saeed Al Nuaimi, Director-General of ADCMC, highlighted that the exercise aligns with ongoing efforts to boost crisis preparedness. He remarked that it serves as a practical opportunity to evaluate coordination among involved entities and test human resources' readiness alongside advanced technologies used in crisis management. Al Nuaimi further stated, "Enhancing crisis readiness necessitates an integrated institutional effort, led by cross-sector cooperation."

The exercise assessed crisis management readiness based on external emergency plan requirements for radiological and nuclear emergencies. It aimed to align operations among participating entities, improve coordination, joint operations, and interoperability. This approach strengthens command mechanisms for managing emergency scenarios effectively.

The simulation involved 22 local and federal entities supported by seven field teams and 20 operation centres. A highly realistic scenario was created to test system readiness within both internal and external areas of the plant. Such exercises are crucial for developing advanced infrastructure needed to maintain the UAE’s position as a leading hub for investment in energy sustainability.

Al Muhairi added that protecting life and property remains a top priority while ensuring continuity of vital facilities is a shared responsibility. "The concerted efforts we witnessed during this exercise reflect the ambitious vision of our wise leadership to nurture a cohesive and resilient system capable of dealing with various potential challenges," he said.

This strategic initiative showcases ADCMC’s dedication to enhancing crisis response readiness while highlighting UAE’s capabilities in business continuity management. Seamless coordination between federal and local government entities is essential for creating an effective emergency response system.
