Dubai's Private Higher Education Sector Achieves Record Growth With 20% Increase In Enrolment
Student enrolment at higher education institutions in Dubai, overseen by the Knowledge and Human Development Authority (KHDA), has seen a significant increase. In the 2024–25 academic year, enrolment rose by 20%, reaching a total of 42,026 students across 41 private institutions. This marks the highest number of students to date, with 37 of these institutions being international campuses.
International student numbers have also surged, with a 29% rise compared to the previous year. These students now represent 35% of the total enrolment in Dubai's private higher education sector. The City of Students ‘Game Changer’ project under E33 aims for international students to comprise half of the student body by 2033, highlighting Dubai’s ambition to be a global education hub.

The appeal of Dubai’s private higher education sector is evident as Emirati student enrolment increased by 22% this academic year. This growth reflects the diverse programme offerings available to UAE nationals. The variety and quality of programmes continue to attract more local students, contributing to the sector's expansion.
Aisha Miran, Director General of KHDA, stated: "The continued growth of Dubai’s private higher education sector reflects the trust that students and their families place in the quality, relevance, and diversity of learning opportunities available in our cities. Our universities are equipping students with the skills and mindset needed for emerging industries and the jobs of tomorrow, ensuring that graduates are not only employable but future ready."
This academic year saw four new international universities open their doors in Dubai. These institutions hail from countries such as China, India, Russia, and Italy. Their presence adds to the diversity and richness of educational opportunities available in Dubai.
The range of programmes offered by these institutions is vast, with a total of 706 courses available. Degrees in business, information technology, engineering, media and design, and humanities are particularly popular among students. Notably, information technology, engineering, and health and medicine programmes have experienced the most significant growth in enrolment since last year.

These developments align with Dubai Plan 33 and its social and economic agendas. The E33 strategy aims to create a world-class education ecosystem that attracts global talent while nurturing local potential. This approach supports Dubai’s vision to lead in learning and innovation.
