Dubai Municipality Signs Memorandum Of Cooperation With Society Of Engineers To Elevate Engineering Standards
Dubai Municipality has entered a Memorandum of Cooperation with the Society of Engineers – UAE to strengthen the engineering ecosystem in Dubai. The partnership seeks to align local professional systems with international standards, improve licensing and classification processes, and help position Dubai as a preferred venue for global engineering and architectural conferences and events.
The agreement focuses on building a comprehensive framework for evaluating, qualifying, and licensing engineers across disciplines. It targets higher efficiency, better readiness of engineering talent, and stronger institutional cooperation. The memorandum also supports Dubai’s broader strategy for sustainable urban development and advanced infrastructure, which is a priority for the Emirate and the wider UAE.

Under the memorandum, Dubai Municipality and the Society of Engineers will jointly assess engineers within the qualification system required for professional practice licences in Dubai. Professional examinations will take place at the Society of Engineers’ premises, using dedicated facilities designed for international-standard testing, and following approved evaluation criteria recognised within the global engineering community.
Both entities will collaborate on refining the current engineering classification system used in the Emirate. The new framework will link professional grades to outcomes of technical and professional examinations. This connection aims to provide clearer criteria for career progression, support consistent benchmarking, and improve transparency for engineers, employers, and public institutions involved in infrastructure and construction projects.
The partnership also includes the launch of joint training programmes spanning multiple engineering fields. These initiatives will be backed by technical workshops, discussion forums, and specialised sessions that encourage knowledge sharing. In parallel, both sides plan to build shared digital knowledge platforms where research, case studies, and institutional best practices can be exchanged and accessed.
Support for youth-focused innovation is a further component of the memorandum. Dubai Municipality and the Society of Engineers will sponsor and develop emerging engineering initiatives and projects led by younger professionals and students. The cooperation also covers organised field visits for engineers, students, and team members, giving participants direct exposure to each organisation’s initiatives, systems, and operational models.
Marwan Ahmed bin Ghalita, Director-General of Dubai Municipality, said,"Our partnership with the Society of Engineers represents an integrated and future-focused collaboration built on shared objectives to elevate engineering practice and advance its diverse disciplines to global standards, with Dubai as a leading reference point. The agreement strengthens systems for evaluating and classifying engineers, enhances professional and technical capabilities, and supports innovation and applied research in construction and sustainability. Through these integrated efforts, Dubai Municipality continues to reinforce the Emirate’s position as a global hub for construction and sustainable urban planning, leveraging talent, expertise, and advanced urban technologies to enhance quality of life for individuals and communities."
Abdullah Yousuf Al Ali, President of the Board of Directors, Society of Engineers – UAE, said, "This partnership with Dubai Municipality represents a strategic step toward strengthening the engineering ecosystem and developing standards for the evaluation and classification of engineers in line with international best practices. Through this partnership, we seek to empower engineers to advance their skills and professional expertise, and to support innovation and applied research in the fields of construction, building, and sustainability. This memorandum also forms part of the broader strategic partnership with Dubai Municipality across various projects related to the engineering sector, enhancing cooperation in the development of infrastructure and professional standards in the country. In addition, the memorandum will contribute to the organisation of specialised training programs and workshops, and to strengthening the integration between the Society’s systems and those of Dubai Municipality regarding the academic accreditation of engineers. This will support the development of professional skills and expertise of engineering cadres, enhance the UAE’s position as a leading hub for engineering and architectural excellence, and support the hosting of global events and conferences in this field."
The memorandum builds on Dubai Municipality’s continuing work to upgrade the Emirate’s engineering sector. It aims to raise professional benchmarks, improve leadership capabilities, and increase overall efficiency in the engineering ecosystem. By aligning evaluation and classification systems with high international benchmarks, the agreement is expected to support Dubai’s status as a global centre for engineering innovation and architectural excellence.
