Dubai Municipality Introduces Future Foresight MicroMasters Programme For Urban Leadership Development

Dubai Municipality has introduced an innovative training programme aimed at enhancing future foresight and strategic planning skills among its senior professionals. This initiative, known as the Future Foresight – A MicroMasters Programme, is conducted in collaboration with Rochester Institute of Technology (RIT) Dubai. It was officially unveiled during the opening of Urban Future Week 2025, organised by Dubai Municipality alongside the Museum of the Future.

The programme aims to embed future foresight capabilities within the strategic leadership of Dubai Municipality. Participants will gain tools to predict trends, handle uncertainties, and create adaptive strategies that align with Dubai's long-term urban, environmental, and economic goals. This effort underscores Dubai Municipality's dedication to fostering forward-thinking urban leadership and developing cities that are adaptable, sustainable, and focused on citizens.

Future Foresight MicroMasters Programme Launched

Marwan Ahmed bin Ghalita, Director-General of Dubai Municipality, emphasised the importance of anticipating change as a responsibility that enhances readiness for the future. He stated, "Anticipating change is not a luxury; it is a responsibility that reinforces our collective readiness for the future. It strengthens municipal leadership and builds advanced capabilities in future foresight, ensuring our teams are more agile and better equipped to manage operations and make informed decisions grounded in emerging trends."

This initiative empowers leaders to adopt proactive thinking methodologies that shape rather than react to future developments. It reflects a commitment to improving governance systems and institutional agility through flexibility and foresight. The goal is to support Dubai's ambition to remain an inclusive city known for its quality of life and sustainability.

Dr. Yousef Al Assaf, President of RIT Dubai, highlighted the significance of this unique MicroMasters programme created for Dubai Municipality. He remarked, "This first-of-its-kind MicromMaster created by RIT Dubai for Dubai municipality sets a great exemplar for how public and private sectors along with the academia can collaborate to prepare and invent futures." The programme aims to enhance participants' skills in exploring future scenarios, developing innovative solutions, and asking pertinent questions to stay ahead of changes.

The comprehensive curriculum covers both qualitative and quantitative foresight methodologies such as scenario planning, strategic roadmapping, environmental scanning, and vision-building. Participants will engage in practical capstone projects addressing real-world challenges with guidance from international foresight experts.

Alignment with Strategic Goals

This training initiative highlights Dubai Municipality's commitment to embedding anticipatory governance and strategic resilience across its operations. The programme aligns closely with key priorities such as the Dubai Urban Master Plan 2040, UAE Centennial 2071, and the United Nations Sustainable Development Goals—particularly Goal 11 (Sustainable Cities and Communities) and Goal 13 (Climate Action).

The ecosystem being developed welcomes all sectors from within the UAE and beyond to create diverse scenarios. This collaborative approach between public entities, private sectors, and academia aims at preparing for various possible futures while enhancing participants' skillsets.
