Dubai Municipality Launches Dubai Declaration To Enhance Global Urban Governance At APCS 2025

Dubai Municipality has taken a significant step in shaping the future of urban governance globally. The launch of the Dubai Declaration on the Future of Urban Governance was announced at the 15th Asia Pacific Cities Summit (APCS) held at Expo City Dubai. This global accord, developed under the Mayors’ Accord initiative by Brisbane City Council and APCS Secretariat, aims to foster international cooperation for inclusive and sustainable urban governance.

The Declaration outlines four key focus areas where municipalities can make a substantial impact: digital transformation, urban leadership futures and economic governance, quality of life, and environmental solutions. These pillars align with Dubai Municipality’s strategic vision to enhance municipal operations in the emirate. The goal is to position Dubai as a leader in sustainability and quality of life within an integrated urban system that prioritises people’s needs.

Dubai Municipality is integrating advanced technologies like digital twin technology, artificial intelligence, and data analytics into its operations. This approach aims to create smarter and more transparent services. Alongside the Declaration, Dubai Municipality introduced its first global foresight publication titled "The Proactive Municipality: Shaping the Future through Foresight-Driven Signals." This report presents a practical model to help cities anticipate challenges and develop adaptive, data-driven solutions.

Marwan Ahmed bin Ghalita, Director-General of Dubai Municipality, emphasised Dubai's role in shaping global urban agendas. He stated, "Dubai continues to serve as a model of foresight-driven governance, shaping cities where sustainability, technology, and human well-being converge. The Dubai Declaration provides a practical blueprint for city leaders worldwide to exchange experiences, test solutions, and scale what works."

Bin Ghalita further highlighted Dubai’s commitment to becoming a global hub for municipal excellence. He said that this commitment involves fostering international cooperation aimed at improving urban life globally. The aim is to make Dubai a model future city that upholds high urban standards while delivering exceptional quality of life.

The leadership shown by Dubai Municipality in drafting and launching the Dubai Declaration highlights its role as a trusted facilitator of international dialogue on urban futures. This accord supports key elements of the Dubai Urban Master Plan 2040 and the Dubai Economic Agenda (D33). It also contributes significantly to advancing the United Nations Sustainable Development Goals (UN SDGs).

The Declaration's framework focuses on innovation and digital transformation with an emphasis on people-centric projects. By doing so, it seeks to ensure cities are not only prepared for future challenges but are also actively shaping them.
