Dubai Municipality Awards Contract For Construction Of Five New Community Neighbourhood Councils

Dubai Municipality, in collaboration with the Community Development Authority, has awarded a contract to build five new community neighbourhood councils. These will be located in Nad Al Sheba II, Al Awir II, Al Barsha South I, Al Warqa II, and Hatta. This initiative aligns with the 'Year of Community' for 2025, aiming to enhance family and societal bonds while supporting Dubai Social Agenda 33's objectives.

Hessa bint Essa Buhumaid, Director-General of the Community Development Authority, highlighted the role of neighbourhood councils in fostering social cohesion. "These spaces bring community members together in environments that support dialogue, preserve heritage, and reflect the UAE’s cultural identity," she stated. The authority is committed to evolving these facilities to meet residents' needs and promote national identity through various activities.

New Community Councils Announced in Dubai

The establishment of new councils marks a significant step towards improving social services across residential areas. Hessa bint Essa Buhumaid noted that this expansion aligns with leadership's vision of creating a more connected society. The projects address population growth and urban development while ensuring high-quality services reach every neighbourhood according to top standards.

Marwan Ahmed bin Ghalita, Acting Director-General of Dubai Municipality, described the project as strategic and aligned with His Highness Sheikh Mohammed bin Rashid Al Maktoum's vision. "These councils are essential to keeping pace with the evolving needs of citizens and providing facilities that ensure a decent, happy, and stable life for all," he said. They offer spaces that strengthen community cohesion and encourage younger generations to uphold Emirati traditions.

The five councils will feature a unified architectural design that blends modern aesthetics with Emirati heritage. The Hatta council will be uniquely adapted to suit its heritage and urban standards. Each council will cover approximately 1,256 square metres within a total development area of 6,280 square metres. Facilities include a multi-use hall, majlis for daily use, separate prayer halls for men and women, reception area, staff offices, storage spaces, preparatory kitchens, and toilet facilities.

Neighbourhood councils serve as bridges between residents and government by facilitating participation and feedback to improve citizens' quality of life continuously. Marwan Ahmed bin Ghalita added that these spaces have historically played vital roles during community events and will continue doing so more effectively.

Project Timeline

The construction of the Al Barsha South I, Al Warqa II, Nad Al Sheba II, and Al Awir II councils is set for completion by Q4 2025. Meanwhile, Hatta's council is scheduled for handover in Q2 2026. This timeline ensures timely delivery while maintaining quality standards.

Dubai Municipality remains dedicated to implementing urban development projects benefiting both residents and visitors. These efforts aim to advance the city's liveability while supporting social cohesion in line with Dubai’s reputation as one of the world's most desirable places to live and work.
