Dubai Hosts ICAO And Aviation Working Group Workshop To Enhance Aircraft Transfer Compliance

The International Civil Aviation Organization (ICAO) and the Aviation Working Group (AWG) have initiated a workshop in Dubai. This event, hosted by the General Civil Aviation Authority (GCAA), focuses on cross-border aircraft transfer and adherence to the Cape Town Convention. Scheduled from 7th to 9th April 2025, it underscores a long-standing partnership between ICAO and AWG aimed at enhancing aviation safety and efficiency.

During this three-day workshop, participants will delve into two primary topics. The first is the rules, procedures, and practices concerning cross-border aircraft registration and transfer. The second topic covers best practices for deregistration and export-related provisions under the Convention on International Interests in Mobile Equipment and its Aircraft Protocol, which was signed in Cape Town on 16th November 2001.

In his opening remarks, Omar bin Ghaleb, Deputy Director-General of GCAA, highlighted the UAE's dedication to supporting global aviation initiatives. He stressed the importance of creating a stable legal environment for investment in the sector. Regulating cross-border aircraft transfers is seen as a strategic priority due to its role in facilitating registration processes and reducing financing costs.

Mr. Jeffrey Wool, Secretary General of AWG, remarked on the significance of this workshop as a platform for stakeholder dialogue. He stated: "This workshop provides a vital platform for stakeholder dialogue, aiming to enhance compliance with the Cape Town Convention and build a common understanding of aircraft transfer and registration mechanisms."

Wool further emphasised that international collaboration is essential for unlocking financing opportunities within the aviation industry. By fostering such cooperation, costs can be reduced while delivering broader economic benefits. This aligns with efforts to increase access to capital for airlines and aircraft operators globally.

The workshop reflects ICAO's and AWG's shared commitment to building capacity in aviation.
