Dubai Health Authority Introduces Jabr System To Streamline Bereavement Services For Families
Dubai Health Authority has introduced a new phase in bereavement services, reflecting the city's humanitarian values. This initiative, part of the 'City Makers' programme, aims to simplify and digitise processes related to bereavement. The goal is to provide immediate, human-centred services upon death registration, easing the emotional burden on families during difficult times.
The 'Jabr' system plays a crucial role in this transformation by simplifying formalities that previously required visiting multiple entities. Now, a dedicated Government Service Officer handles all procedures for each case, coordinating with relevant entities. This reduces the need for families to interact with multiple organisations during sensitive periods.

Dr Alawi AlSheikh-Ali, Director-General of Dubai Health Authority, stated: "The ‘Jabr’ system for facilitating bereavement-related services reflects Dubai Government’s profound commitment to placing people at the forefront of its priorities. This commitment is demonstrated through a focus on the psychological and social dimensions of loss, ensuring that bereaved families receive the care, attention, and practical support they genuinely need."
A unified digital platform issues automatic notifications to relevant entities once a death is registered. This enables immediate action and service preparation, allowing families more time for emotional matters. Procedures for transporting or repatriating the deceased have been expedited, reducing time needed for burial and condolence services.
Majid Al Muhairi from Dubai Health Authority emphasised that their aim is to offer compassionate customer experiences beyond administrative tasks. He said: "Our aim is to provide a supportive and compassionate customer experience. The service is no longer limited to completing administrative procedures; it now extends to offering psychological and social support to the family before, during, and after the condolence period."
Comprehensive Social and Psychological Support
The Community Development Authority provides additional condolence tents for Emirati families with full hospitality services during mourning. Over 70 locations are equipped for these tents in coordination with Islamic Affairs and Charitable Activities Department. Residents also benefit from condolence initiatives through public-benefit organisations.
The Knowledge and Human Development Authority has trained 230 school counsellors to support students experiencing family loss. Religious lectures are available through qualified counsellors from Islamic Affairs once notification is received.
Digital Transformation Enhancements
A unified smart system notifies all government entities upon death registration from hospitals. This triggers alerts ensuring proactive service delivery. A smart dashboard aids decision-making while reducing transaction points through a unified payment system developed with Digital Dubai.
The estate file opens automatically via Dubai Courts without requiring personal attendance when a death certificate is issued. Assets are inventoried proactively by authorities so heirs can manage inheritance documentation smoothly.
Facility Development and Volunteer Training
The Islamic Affairs Department has trained over 130 volunteers in washing and shrouding deceased individuals as part of a qualification programme. Initiatives include shroud kits, cemetery management guides, and developing cemetery facilities in coordination with Dubai Municipality for streamlined funeral procedures.
This comprehensive approach ensures that bereaved families receive necessary support while navigating challenging circumstances efficiently.
