Dubai Free Zones Council Discusses Strategic Initiatives To Support D33 Economic Goals
The Dubai Free Zones Council (DFZC), led by H.H. Sheikh Ahmed bin Saeed Al Maktoum, convened for its 32nd meeting. The council focused on strategic initiatives to enhance the role of free zones in driving Dubai's economic growth. These efforts align with the Dubai Economic Agenda D33, which aims to double the emirate's economy and rank it among the top three urban economies globally within a decade.
During the meeting, members were updated on the Ignyte initiative by the Dubai International Financial Centre. This digital platform connects startups with experts, investors, and large corporations, boosting Dubai’s entrepreneurial ecosystem. The council praised this initiative and highlighted its potential benefits for free zone companies, aiming to foster growth and innovation while expanding into global markets.

The council addressed challenges related to Emiratisation within free zone companies. It recommended increasing training and employment opportunities for national graduates to better prepare them for the job market. Strengthening collaboration with the Emirati Human Resources Development Council in Dubai was also emphasised to ensure effective recruitment and empowerment of Emirati professionals in the private sector.
Updates on the Special Economic Zones Law were also discussed. The council directed continued consultations with federal and local entities regarding legislative procedures. These efforts aim to improve the investment environment and promote sustainable competitiveness across free zones.
Council members were informed about preparations for the 11th annual World Congress of the World Free Zones Organization. Scheduled from 10 to 12 October 2025, this event will take place at the Hainan International Conference and Exhibition Centre in China’s Hainan Province. Over 1,500 senior policymakers, business leaders, investors, and free zone experts worldwide are expected to attend.
The conference will be held under the theme ‘Zones: Gateways to Global Prosperity, Trade, and Sustainable Innovation.’ It will serve as a key platform for exchanging knowledge, sharing experiences, and strengthening international partnerships in the free zone sector.
The discussions during this meeting highlight free zones' growing role in supporting sustainable economic growth. They stimulate investment while solidifying Dubai’s position as a leading global business destination.
