Dubai Culture Secures Prestigious 6-Star International Rating For Digital Excellence And Innovation
Dubai Culture & Arts Authority (Dubai Culture) has achieved a 6-star rating, labelled as ‘Outstanding at an International Level,’ at the International Best Practice Competition 2025. Organised by the Centre for Organisational Excellence Research (COER) with Global Excellence Networks, the event acknowledged Dubai Culture's Digital Transformation Platform and AI for Optimising Cybersecurity (SOAR) initiative.
The award highlights innovative strategies in operations and administration, along with forward-thinking projects that yield significant results across various sectors. The AI for Cybersecurity Enhancement programme has been instrumental in fortifying Dubai Culture’s cybersecurity framework. This initiative has led to zero security breaches and saved over 14,688 working hours through advanced artificial intelligence applications.

Launched in 2022, the Digital Transformation Platform is part of Dubai’s broader digital agenda. It integrates internal operations into a smart ecosystem enhanced with AI tools. This platform has saved more than 227,000 working hours annually, boosting efficiency and governance while fostering a data-driven environment that promotes staff engagement and service evolution.
The recognition underscores Dubai Culture's commitment to future-focused initiatives and effective AI use across key sectors. This aligns with Dubai’s digital strategy and contributes to the city’s ongoing transformation journey. The Authority's efforts reflect its dedication to applying government standards for data efficiency, process automation, and smart tools.
Mansoor Lootah, CEO of the Corporate Enablement Sector and Chief AI Officer at Dubai Culture, emphasised the importance of these awards. He stated they demonstrate Dubai Culture’s success in aligning with Dubai’s vision for future-ready leadership. "The recognition adds to the Authority’s distinguished record," he noted, highlighting its focus on creativity and excellence in arts and culture.
The competition attracted entries from government bodies, private companies, and non-profits from sectors like culture, healthcare, education, energy, transport, and finance. Participants came from over 14 countries including the UAE, Saudi Arabia, China, Eswatini, Costa Rica, Spain, and New Zealand.
Rigorous Evaluation Process
An international panel of experts conducted a thorough evaluation of submissions based on objectives clarity, measurable results, innovation, and scalability potential. Awards were graded from one to seven stars. This rigorous process ensured only the most exemplary practices were recognised.
This accolade reinforces Dubai Culture's reputation for introducing frameworks that advance creativity and excellence in arts and culture. It enhances institutional competitiveness while continuously improving services. Such achievements bolster the Authority’s standing as a leader in adopting innovative solutions within its sector.
