Dubai Courts Introduce Tanfeeth+ To Reduce Judgement Time
In a significant move to enhance the enforcement of civil judgments, Dubai Courts has unveiled the "Tanfeeth+" program, a new initiative under the strategic direction of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Ruler of Dubai Deputy Prime Minister and Minister of Finance of the UAE and Chairman of the Dubai Judicial Council. This program aims to revolutionize the delivery of judgment enforcement services through a comprehensive digital framework, ensuring a seamless and transparent process for all stakeholders.
His Excellency Prof. Dr. Saif Ghanem Al Suwaidi, Director General of Dubai Courts, highlighted the program as a key component of a broader digital transformation strategy designed to elevate the efficiency of the judicial enforcement system. This aligns with the broader vision of transforming Dubai into a global leader in judicial services, characterized by speed, excellence, and fairness.
His Excellency Judge Khalid Al Mansouri, Head of the Execution Court at Dubai Courts, further elaborated that Tanfeeth+ embodies the courts' ambition to set international benchmarks in efficient legislation implementation and superior judicial service provision.
The strategic plan behind Tanfeeth+ is focused on delivering justice swiftly, bolstering confidence in the judiciary, fostering socio-economic stability, and optimizing enforcement processes. Central to this strategy is the creation of a digitally integrated environment that streamlines operations, enhances service quality, and conserves time and resources.
Key initiatives under Tanfeeth+ include:
- Digital Writ of Execution Seal: Streamlines the enforcement of court decisions, allowing petitioners to commence procedures digitally without visiting service centres.
- Disclosure Platform: Enables enforcement judges to directly investigate respondents' assets for potential seizure and sale.
- Integration with MOI: Facilitates the implementation of restrictions on liberty, travel bans, and asset seizures through collaboration with the Ministry of Interior's systems.
- Digital Requests: Enhances execution processes and automates administrative rulings.
- Sale Notification System: Ensures prompt notification regarding confiscated items for sale.
- Automated Cancellation of Enforcement: Automatically terminates enforcement actions and lifts seizures following the completion of payments.
- Automated Disbursement System: Directly transfers funds from the enforcement file to the petitioner's bank account.
- Virtual Bank Accounts: Supports the direct deposit of seized assets into virtual accounts for automatic distribution to concerned parties.
The Tanfeeth+ program is structured around five core pillars: Efficiency and Digitalization, Speed and Agility, Transparency and Information Sharing, Collaboration with Partners, and Legal Compliance. Through these pillars, Dubai Courts aims to significantly enhance the judicial system's overall efficiency, transparency, and fairness, aligning with the government's vision for a more effective and responsive judiciary.
This initiative represents a strategic effort by Dubai Courts to leverage digital technology in reforming and enhancing the judicial enforcement landscape, underscoring a commitment to improving service delivery, supporting governmental directives, and advancing the legal framework towards greater efficiency and justice for all.
