Dubai Civility Committee Holds Inaugural Meeting To Enhance Urban Experience And Civic Values

The Dubai Civility Committee recently convened its first meeting, led by Mohammad Al Gergawi. Attendees included Mattar Al Tayer, Abdulla Al Basti, Omar Al Olama, Lt. General Abdullah Al Marri, Helal Al Marri, and Eng. Marwan bin Ghalita. The meeting focused on the Dubai Civility Framework, inspired by His Highness Sheikh Mohammed bin Rashid Al Maktoum's leadership and management philosophy.

This framework aims to create a city where order and respect are paramount, with architectural beauty and urban harmony evident in daily life. It reflects the values of His Highness, emphasizing a human-centered approach to development. The framework seeks to make civility an integral part of Dubai's identity, driving its excellence and competitiveness globally.

Dubai Civility Committee Launches New Framework

Mohammad Al Gergawi highlighted that civility is central to Dubai's global uniqueness. He stated that a city's civilization is not only about buildings and economy but also about spirit, values, ethics, cleanliness, beauty, and residents' behaviour. The Committee plans to develop an integrated ecosystem for development and monitoring based on precise indicators.

These indicators will be supported by advanced technologies for accurate tracking. Such measures aim to preserve and enhance Dubai's civility model for future generations. Continuous benchmarking against global competitiveness indices will inform public policies related to urban civility.

The Committee discussed involving global experts and scientists to design a research-driven system for studying urban civility worldwide. This initiative ensures Dubai remains at the forefront of innovation in enhancing every aspect of the city. Robust monitoring tools across sectors will curb practices that do not reflect Dubai’s refined urban standards.

A work programme with clear implementation pathways was approved to strengthen the city’s visual identity and elevate the public realm. The meeting emphasized promoting positive values and behaviours reflecting community ethics while refining systems that uphold civility.

Civility Indicators

A new set of Civility Indicators has been introduced as a strategic tool to measure civility across the emirate. These indicators assess how values and positive behaviours are reflected in daily life. They capture harmony between architectural beauty, public cleanliness, adherence to order, and positive behaviour.

The Civility Visual Indicator measures architectural beauty and urban harmony aligned with citywide plans. The Public Cleanliness Indicator tracks street cleanliness to high standards, embedding cleanliness as a core civic value.

Ensuring Quality of Life

The Discipline and Order Indicator evaluates policy effectiveness in embedding civility for a sustainable quality of life. The Public Behaviour Indicator gauges community commitment to respectful conduct while identifying behaviours undermining urban civility.

The Public Calmness Indicator focuses on preserving peace by minimising noise disruptions. Together, these measures safeguard Dubai’s visual identity and reinforce its standing among the world’s most beautiful cities.

Al Gergawi concluded: "Our goal is to make Dubai the best, most beautiful, refined, and civilized city in the world - just as His Highness Sheikh Mohammed bin Rashid envisions. A city whose civility is reflected in its values, discipline, aesthetics, and the morals of its people. A city where everyday life, public behaviour, and institutional excellence shape the most refined urban experience."
