Dubai Centre For Judicial Expertise Established To Improve Judicial Processes And Expert Evaluations
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has enacted a law to create the Dubai Centre for Judicial Expertise. This public institution is linked to the Judicial Council in Dubai. It aims to streamline work requiring expert input for judicial authorities, enhancing efficiency according to global standards.
The Centre's mission is to support judicial bodies in Dubai by involving skilled experts from both the UAE and abroad. It seeks to improve the quality of expert reports, aiding in precise rulings and quicker case resolutions. Additionally, it will foster national expertise in specialised fields, setting unified standards for appointing and evaluating experts.

H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, emphasised: "With the vision and guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Dubai continues to develop its judicial system and enhance it with expertise and specialised cadres, so that it remains responsive to evolving changes and developments – thereby reinforcing trust in Dubai’s judiciary and its integrity, and strengthening the emirate’s position as a preferred destination for living, working, and investing."
The establishment of this Centre is seen as a significant enhancement to the justice system in Dubai. It will act as a reliable platform for delivering high-quality technical expertise. This initiative is expected to improve judicial efficiency and speed up litigation processes while ensuring rights protection and promoting transparency.
Dr. Saif Ghanem Al Suwaidi, Director General of Dubai Courts, stated that the new law will allow for standardised procedures and effective mechanisms to engage domain experts relevant to legal cases. The Centre aims to improve technical report quality by attracting top-tier experts and using advanced technology for electronic integration with judicial bodies.
Dr. Abdullah Saif Al Sabousi, Secretary-General of the Dubai Judicial Council, highlighted that establishing the Centre is crucial for enhancing legislative frameworks governing expert work within Dubai's judicial system. This aligns with H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum's directives.
Governance Structure
The Centre will be managed by a Board of Directors led by the Director of Dubai Courts. Members will include representatives from both judicial and non-judicial sectors with relevant expertise. An executive body headed by a Director General will oversee strategic plan implementation.
A Steering Committee will manage transferring competencies from existing entities like Dubai Courts during a transitional period. The Centre will handle expert appointment requests from judicial authorities, assigning specialists based on task requirements from its registry or external sources.
