DoE Issues New Regulations To Enhance Gas Works Safety In Abu Dhabi Buildings
The Abu Dhabi Department of Energy (DoE) has introduced Decision No. 14, which regulates gas operations in buildings across Abu Dhabi, including free zones. This regulation aims to enhance technical safety and ensure proper gas supply management in all building types. The initiative is part of a broader strategy to improve governance in the gas sector amid the emirate's economic and urban growth.
The regulations require businesses and individuals involved in gas systems to obtain formal permits and adhere to best practices. Dr. Abdulla Humaid Al Jarwan, Chairman of DoE, highlighted the importance of collaboration among stakeholders to maintain safety standards. He stated that these regulations are crucial for effective governance of the gas sector.

Al Jarwan explained, "These regulations encompass the mandatory obligations for gas system companies and technicians operating in this sector. Also, they cover all gas-related activities within buildings, which include the processes of construction, installation, filling, operation, testing, examination, and maintenance of gas systems, along with the activities associated with the supply of gas to these premises."
The new rules prohibit using gas cylinders in buildings with certified central networks and installing storage tanks where underground connections exist. These measures aim to bolster safety systems and reduce incident risks. Inspectors from DoE and certified third-party inspection agencies have been granted authority to access buildings for compliance checks.
Gas system companies must maintain detailed operational logs and submit technical plans when requested. They are also required to promptly report any incidents or potential leaks. The DoE plans to release a guideline document detailing technical and administrative aspects related to gas works, including standard forms for permits and licences.
Enforcement and Penalties
To ensure adherence to safety standards, a schedule listing 20 administrative violations with penalties ranging from AED500 to AED2 million has been established. Significant fines apply for unlicensed operations or breaches of safety protocols intended to protect consumers from hazards associated with building gas works.
The regulations mandate that licensed companies secure specific permits from DoE for supplying gas systems. Building managers must engage licensed firms for regular inspections and emergency handling. A grace period of 30 days is provided for compliance adjustments, extendable up to 90 days with DoE approval.
Encouraging Sectoral Engagement
DoE encourages registration by gas companies, inspectors, and personnel through its channels. Stakeholders are invited to share insights and challenges faced within the sector. This initiative aims at fostering communication between DoE and industry participants while ensuring high safety standards are met across Abu Dhabi's buildings.
By implementing these comprehensive regulations, Abu Dhabi seeks to advance sectoral governance while promoting public safety compliance throughout its jurisdiction.
