DCO Launches Digital Economy Navigator To Bridge Global Digital Economy Gaps
The Digital Cooperation Organization (DCO) has introduced the Digital Economy Navigator (DEN), a tool designed to help countries enhance their digital economy maturity. Launched during the 79th UN General Assembly in New York, DEN aims to identify growth opportunities and measure progress in digital economies across 50 nations, including DCO member states.
DEN is a comprehensive framework that evaluates digital economy maturity using data from official statistics, secondary sources, and a large DCO survey. It offers a platform for nations and stakeholders to collaborate on advancing the global digital economy by promoting accessibility, sustainability, and shared prosperity.

The navigator assesses how various factors contribute to economic prosperity, sustainability, and quality of life improvements. This common understanding allows stakeholders to develop strategies for bridging gaps in the digital economy and track progress over time. DEN's insights are crucial for policymakers, business leaders, and digital economy experts.
DCO Secretary-General Deemah AlYahya stated: "The Digital Economy Navigator aims to enhance accessibility, sustainability, and economic prosperity, ensuring that countries are not just keeping pace but leading in the digital era." DEN supports evidence-based policies by providing detailed data on current trends and future challenges.
DEN uniquely evaluates the digital economy through three dimensions: Digital Enablers, Digital Business, and Digital Society. These dimensions encompass 10 pillars derived from 102 indicators sourced from secondary data and a survey of over 27,000 individuals across 50 countries.
The navigator introduces a maturity classification system with five categories based on scores ranging from 0 to 100. This system helps stakeholders focus initiatives on driving digital advancement and innovation for sustainable growth.
Regional Insights
Diverse maturity levels are evident across regions. North America leads in digital innovation, followed by Europe and Central Asia. South Asia excels in digital work and training. The Middle East and North Africa region also show significant progress in this area.
Sub-Saharan Africa and Latin America excel in digital education and health services. The "Digital for education and health" pillar shows substantial global maturity with moderate variability in scores indicating a trend toward global convergence.
