DIEZ Unveils Comprehensive Strategic Human Resources Plan For 2024-2026
The Dubai Integrated Economic Zones Authority (DIEZ) has unveiled its strategic human resources plan for 2024-2026. This initiative aims to enhance the work environment and boost employee performance and loyalty within DIEZ and its economic zones. The plan aligns with His Highness Sheikh Mohammed bin Rashid Al Maktoum's vision to improve government operations and elevate Dubai's global living standards.
DIEZ is prioritising Emiratisation, aiming to prepare UAE nationals for leadership roles, with an impressive 88% Emiratisation rate in senior positions. Over the past two years, more than 40 Emirati talents have been appointed across various departments. In 2024, DIEZ achieved a remarkable 98% retention rate from the previous year, showcasing its commitment to providing excellent career opportunities for UAE nationals.

The strategic plan includes initiatives like an employee entrepreneurship programme, a youth skills development programme, and an Emirati graduate programme. These initiatives aim to accelerate client services, improve financial efficiency, and adopt cutting-edge technologies. Additionally, programmes focus on enhancing employees' physical and mental health.
DIEZ collaborates with both government and private sectors to nurture talent. A partnership with Rochester Institute of Technology (RIT) in Dubai offers joint research projects and internships for students. This collaboration also provides preferential tuition rates for DIEZ employees pursuing advanced degrees at RIT – Dubai University.
Yousuf Behzad, Chief People and Organisational Development Officer at DIEZ, stated that adopting advanced technologies like AI is crucial for improving service quality and efficiency. "Implementing advanced technologies such as AI is a top priority for our human resources department," he said. This approach supports UAE talents through continuous training programmes.
Technological Advancements in Operations
DIEZ has launched initiatives embracing technological advancements to enhance productivity. The implementation of Microsoft 365 Copilot aims to drive digital transformation by streamlining processes within DIEZ’s operations. Additionally, a digital assistant platform will integrate applications supporting daily tasks like content creation and communication.
The strategic plan also focuses on workplace flexibility to boost productivity and sustainable development. A comprehensive rewards system has been developed through collaboration with experts to attract top talent and enhance employee satisfaction.
Integrated Approach Across Free Zones
DIEZ oversees three free zones: Dubai Airport Free Zone, Dubai Silicon Oasis, and Dubai CommerCity. An integrated approach among these zones aims to bolster the national economy by building an ecosystem serving all strategic sectors. This enhances the competitive capabilities of Dubai as a whole.
With this strategic HR plan aligning with Dubai’s Quality of Life Strategy for 2033, approved by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, DIEZ aims to achieve new levels of employee satisfaction. By fostering innovation in government practices, it seeks to develop human capital while encouraging both national talents and global innovators.
