DGHR And DLD Partnership Aims To Empower Dubai’s Workforce With Enhanced Skills
The Dubai Government Human Resources Department (DGHR) and the Dubai Land Department (DLD) have formalised a Memorandum of Cooperation (MoC). This agreement aims to enhance collaboration in assessing employees' behavioural competencies and sharing human resources expertise.
The MoC aligns with DGHR's ongoing efforts to equip government employees with essential skills. These skills are intended to improve job performance and help employees navigate challenges more effectively. The initiative also underscores DGHR's commitment to strengthening Dubai’s human resources sector and professional competitiveness through innovative insights and forward-thinking solutions.

Abdulla Ali bin Zayed Al Falasi, Director-General of DGHR, and Marwan Ahmed bin Ghalita, Director-General of DLD, signed the MoC. During the event, Al Falasi emphasised the importance of nurturing strong relations with various governmental organisations in Dubai. He highlighted that collaboration is key to exchanging expertise and ensuring continuous workforce development in line with Dubai's vision.
Al Falasi stated, "By signing this strategic MoC with the Dubai Land Department, we aim to strengthen our workforce, enhancing the skills and knowledge of all employees. The collaboration primarily aims to improve behavioural competencies through integrated educational programmes and innovative training pathways that make employees future-ready and improve their professional capabilities. Moreover, it seeks to promote the holistic development of diverse sectors across the Emirate."
Marwan Ahmed bin Ghalita echoed these sentiments, noting that effective partnerships with government organisations are crucial for excellence and sustainable development. He said, "Forging effective partnerships with government organisations is a fundamental pillar in the pursuit of excellence and sustainable development within our organisation. The purpose of this MoC is to strengthen our partnership with DGHR, further enhancing the capabilities of our qualified workforce and improving job performance to meet future demands. Our utmost priority is to empower our workforce with the necessary skills to navigate rapid changes, aligning with Dubai's strategic vision."
Integrated Training Programmes
The collaboration will create an integrated system featuring innovative training programmes tailored to each department's specific needs. It will also include studies on human resources aimed at fostering innovation and knowledge excellence. Bin Ghalita added, "Our partnership goes beyond merely providing cutting-edge training programmes. It encompasses the creation of an integrated framework that prioritises ongoing skill enhancement and the attainment of high levels of knowledge, excellence, and innovation. This collaboration will play a vital role in cultivating a more dynamic and efficient workplace, fortifying the preparedness of our workforce, and strengthening Dubai's competitiveness both locally and globally."
The DGHR will offer evaluation suggestions for each activity along with a detailed list of behavioural competencies and essential criteria for assessments. Additionally, they will provide assessment tools, a specific competency template, and create reports aligned with assessment goals available in both Arabic and English.
This partnership aims not only at immediate improvements but also at long-term benefits by preparing employees for future challenges. By focusing on continuous skill enhancement through innovative training pathways, both departments aim to foster a more dynamic workplace environment.
