DFSA Brings Together 18 Authorities To Address AI And Cybersecurity Challenges

The Dubai Financial Services Authority (DFSA) recently held its first high-level Regulatory College during the Dubai FinTech Summit 2025. This exclusive session, titled "Innovation with integrity: Advancing Cybersecurity and AI oversight through international dialogue," gathered over 30 regulators from 18 authorities across the UAE, GCC, and international jurisdictions. The focus was on addressing critical issues in cybersecurity and artificial intelligence (AI).

The DFSA Regulatory College was a full day dedicated to sharing knowledge, aligning supervisory practices, and fostering proactive discussions among regulators. Participants examined the challenges and opportunities presented by advanced technologies like post-quantum cryptography and agentic AI. The emphasis was on adapting regulatory frameworks to maintain financial stability and protect investors in a rapidly evolving digital environment.

DFSA Hosts Discussion on AI and Cybersecurity

Justin Baldacchino, Managing Director of Supervision at DFSA, highlighted the importance of collaboration in keeping pace with technological advancements. He stated, "Technology is transforming financial services at an unprecedented pace, and it is vital that regulators keep pace – not in isolation, but together. The DFSA is proud to lead this global conversation, bringing together regulators from multiple jurisdictions across the United Arab Emirates, GCC, and international jurisdictions to discuss and share learnings on cybersecurity and AI oversight, seize opportunities, and shape the collective vision for the future of finance."

The DFSA’s efforts extend beyond this event to support responsible innovation through initiatives like its Innovation Testing Licence. This licence now includes tokenisation. Additionally, the DFSA actively participates in international forums such as the Global Financial Innovation Network and IOSCO’s FinTech Taskforce Working Groups on AI and crypto assets. These initiatives align with Dubai's strategic goal to be a global innovation leader while maintaining regulatory integrity.
