DEWA Approves Over 127,000 NOC Applications Under Soqoor Programme For Infrastructure Growth In 2024
Dubai Electricity and Water Authority (DEWA) has approved 127,268 No-Objection Certificate (NOC) applications through its Soqoor programme in 2024. These applications were submitted by 2,390 consultants and contractors by the end of December 2024. This represents a 6% increase from the previous year, highlighting Dubai's expanding infrastructure projects.
The Transmission Power division processed 67,220 applications, while the Distribution Power division handled 42,845. The Water & Civil division approved 17,203 applications. This growth aligns with Dubai's economic agenda to double its economy over the next decade and enhance its global standing.

The Soqoor programme is designed to streamline processes for consultants and contractors accredited by DEWA. It ensures NOC requests are approved upon first application submission. This initiative supports increasing electricity and water demand due to Dubai’s population growth and economic development.
Hussain Lootah, Executive Vice President of Transmission Power at DEWA, noted the programme's success in attracting more consultants and contractors. "The programme is witnessing an increasing turnout of consultants and contractors involved in infrastructure projects – and in the distribution and transmission of electricity and water – due to its success in saving time and effort, helping consultants and contractors accelerate the pace of work to meet the expectations of project owners."
Enhancing Efficiency and Reducing Risks
The Soqoor programme also helps reduce violations, damages, fines, and improves field operations. It protects DEWA’s assets while enhancing service delivery. Outstanding performance by consultants or contractors is recognised through Soqoor awards in project and service categories.
This initiative reflects DEWA's dedication to providing optimal conditions for partners while minimising effort and time required for project completion. By doing so, it enriches partner experiences while ensuring satisfaction across all parties involved.
