CST Achieves Multiple Awards For Excellence In Digital Transformation At The Digital Government Forum 2025
The Communications, Space and Technology Commission (CST) recently garnered multiple accolades at the fourth Digital Government Forum in Riyadh. CST's notable achievements include securing the 10th position in the Digital Transformation Index 2025 with a score of 93.3%. Additionally, it topped the Technology, Transport, and Media Group and received a Maturity Certificate for Free and Open-Source Software Adoption at level 3.
In recognition of its efforts in digital transformation, CST was awarded a certificate of excellence for the best e-participation initiative. This award was given for developing the Regulations Platform, which uses generative artificial intelligence (GenAI) to streamline the lifecycle of regulations and public consultations. The platform has significantly reduced analysis time by 90% and achieved a user satisfaction rate of 95%.

CST's consistent performance in digital transformation is evident as it maintained its position among the top six government entities for three years. It ranked fifth in 2022 with a score of 90.8%, third in 2023 with 93.25%, and sixth in 2024 with 93.84%. Furthermore, CST secured first place for three consecutive years in the Emerging Technologies Adoption Readiness Index from 2023 to 2025.
The authority's distinction is further highlighted by its development and implementation of over 60 digital projects. It also created a human-resources development plan that includes various skill-building initiatives and training programs to enhance organizational capabilities.
CST earned the Maturity Certificate for Free and Open-Source Software Adoption due to its project aimed at adopting such software. This initiative aligns with Saudi Vision 2030 goals by promoting local innovation and technical independence through open-source solutions. It aims to improve government spending efficiency, foster integration among entities, and achieve digital sovereignty.
The project also focuses on building national capabilities by enabling technical talent to develop innovative and sustainable digital solutions. This effort underscores CST's commitment to enhancing governmental digital transformation.
Risk Management Excellence
CST received recognition for its excellence in risk and business continuity management within the Digital Transformation Measurement 2025 framework. This acknowledgment highlights CST's ability to identify potential risks that could disrupt digital services while ensuring operational continuity.
Winning the Best e-Participation Initiative Award reflects CST’s dedication to digital transformation through effective governance of regulatory document lifecycles. The process involves issuing regulatory documents, conducting public consultations, preparing feedback reports, and obtaining final approvals before publication.
