CST Invites Public Participation In Consultation For Global AI Hub Law To Boost Digital Economy
The Communications, Space, and Technology Commission (CST) is seeking public feedback on the Global AI Hub Law. This initiative aims to create a legislative framework that attracts quality investments in technology, particularly in data centres and artificial intelligence. The law is designed to strengthen Saudi Arabia's position as a global digital hub and leader in the digital economy.
Saudi Arabia's digital infrastructure ranks second among G20 nations in the 2024 ICT Development Index by the International Telecommunication Union (ITU). This infrastructure supports future needs and positions the Kingdom as a leader in adopting advanced technologies. The telecommunications and technology markets in Saudi Arabia have grown significantly, reaching SAR 166 billion in 2023. This makes it the largest and fastest-growing market in the MENA region.

The Global AI Hub Law promotes innovation, entrepreneurship, and research in advanced technologies across various digital solutions. It facilitates the creation of sovereign data centres that ensure service continuity and data sovereignty beyond borders. These efforts aim to foster investment in data and AI services, driving market growth and supporting sustainable digital infrastructure.
The law introduces three advanced models: "Private Center," "Extended Center," and "Virtual Center." The "Private Center" targets countries worldwide to host their data and services within Saudi Arabia. Meanwhile, "Extended Center" and "Virtual Center" focus on major AI and cloud computing companies to host their global customers according to suitable levels of sovereignty and privileges.
CST encourages government entities, private sectors, investors, interested parties, and the general public from various countries to provide their insights. This call for input reflects CST's commitment to clarity, transparency, and inclusive stakeholder engagement. Feedback can be submitted through a designated link during the specified period.
The Global AI Hub Law aligns with international treaty frameworks and principles.
