The Communications, Space and Technology Commission (CST) has unveiled five innovative solutions under its Regulatory Technologies (RegTech) initiative. This project seeks to tackle regulatory challenges using advanced technologies, enhancing oversight and ensuring compliance across various sectors. The announcement was made during a side event at the Global Symposium for Regulators (GSR25), highlighting CST's commitment to digital innovation.

Among the solutions introduced is RegTrust, a platform that leverages blockchain and artificial intelligence to connect stakeholders. It aims to enhance the reliability of public messaging channels, improve user experience, and protect against misleading messages. RegTrust is projected to reduce unwanted messages by up to 95% and increase compliance rates to 98%, promoting transparency in communications.

InfraReg is another key solution, designed as a digital platform for managing telecom infrastructure. By streamlining processes from application to payment, it is expected to boost operational efficiency by 85% and enhance stakeholder satisfaction by 95%. This platform aims to simplify infrastructure management significantly.

Additionally, CST introduced RegDrafter, an intelligent platform for drafting regulatory documents. Equipped with advanced tools for regulators, it reduces repetitive edits and benchmarks drafts against existing regulations instantly. This solution is anticipated to raise draft accuracy to 98%, shorten approval time by 90%, and cut preparation costs by 80%.

RegAdvisor, an AI-powered advisory platform, provides instant multilingual guidance on Saudi Arabia’s communications, space, and technology regulatory framework. It clarifies requirements for investors and service providers while improving compliance through instant document analysis tools. RegAdvisor is expected to reduce consultation times by 90% and boost stakeholder confidence in the regulatory environment by the same percentage.

The fifth solution, Regulation as a Code (RaaC), converts traditional regulatory texts into executable digital formats like XML/JSON/Logic Models. This transformation enables automated compliance within digital systems. RaaC aims to increase compliance rates to 70% while reducing ambiguity and human errors in interpreting regulations by up to 90%.
