CDA Launches Volunteerism Awareness Initiative To Enhance Civic Engagement In Dubai
The Community Development Authority (CDA) in Dubai has introduced the 'Volunteerism Awareness and Engagement' project. This initiative aims to boost civic engagement and promote a culture of giving. It seeks to educate the public about volunteerism and encourage individuals of all ages to contribute actively to Dubai's growth, aligning with the 'Year of Community' objectives.
This project emphasises understanding volunteering, its supporting ecosystem, and volunteers' rights and responsibilities. It encourages participation from all societal segments, offering a platform for individuals to create measurable social impact. Contributions can be field-based or through enhancing leadership skills in the volunteer sector.

Dubai's community spirit is evident in over one million volunteer hours recorded in 2024. This achievement highlights increased public awareness and institutional involvement. According to CDA’s Volunteerism Department, nearly 59,000 volunteers are registered on its platform. In the first quarter alone, over 18,000 people participated in programmes, contributing more than 500,000 service hours valued at AED40 million.
Specialised volunteering is gaining traction with over 100 skilled opportunities completed by 500 volunteers. These individuals contributed a total of 8,000 expert hours. The CDA organised an ideation workshop involving volunteer teams, government bodies, charities, senior citizens, and people of determination. This session led to inclusive initiatives aligned with the 'Year of Community' goals.
One significant outcome was forming Dubai’s first volunteer team of people of determination. This empowers them to take on meaningful roles. Additionally, the emirate launched its first senior citizens’ volunteer team with Thukher Club members, recognising their wisdom and life experience.
Inclusive Initiatives for Social Impact
Several initiatives were introduced: Mothers and Daughters encourage hospital visits; A Day with Senior Citizens fosters intergenerational bonding; Agriculture Zones unite students and elders in gardening projects; a recycling awareness initiative promotes environmental responsibility; Volunteer Leadership Hub develops certified leaders; national identity programmes include cultural etiquette sessions and storytelling.
CDA stresses these initiatives represent a strategic shift towards mainstreaming volunteerism and broadening civic participation inclusively. Implementing these initiatives will follow a structured roadmap relying on partnerships with public, private, and community stakeholders for sustainability and maximising impact on the ground.
