Brazil And IRENA To Co-Host First Global Energy Planning Summit In June 2025

The Government of Brazil, in collaboration with the International Renewable Energy Agency (IRENA), is set to host the inaugural Energy Planning Summit on 3–4 June 2025. This event will take place at the BNDES Headquarters in Rio de Janeiro and will officially introduce the Global Coalition for Energy Planning (GCEP). This initiative stems from Brazil's 2024 G20 Presidency and aims to bridge the investment gap in clean energy transitions through enhanced planning.

Alexandre Silveira, Brazil’s Minister of Mines and Energy, emphasised the importance of recognising developing countries' leadership in promoting a fair energy transition. He stated, "Promoting a just and effective energy transition necessarily requires recognising the leadership of developing countries. By advancing the Global Coalition for Energy Planning, Brazil reaffirms its commitment to multilateral dialogue and to strengthening tools that connect strategic planning, public policy, and financing mechanisms in support of a more inclusive and sustainable energy future."

Global Energy Planning Summit in Brazil 2025

IRENA Director General Francesco La Camera highlighted existing investment opportunities in emerging markets but noted that perceived risks hinder private investments. He said, "Although significant investment opportunities exist in emerging markets and developing economies, perceived risks remain a key barrier to investment, particularly from private sources. Brazil has demonstrated how long-term energy planning, which incorporates investment-ready strategies, can help reduce those risks, attract private capital, scale up renewables, and strengthen local supply chains."

The Summit will gather senior officials from ministries focused on energy planning and finance. They will engage in structured discussions aimed at creating a new global cooperation platform. The expected outcomes include setting priority workstreams, establishing a roadmap for thematic coordination, and identifying partners ready to collaborate.

The event aims to showcase how thorough planning can mitigate risks and unlock investments. It seeks to bolster political commitment towards using energy planning as a strategic tool for shaping national and international development strategies. The Summit will also contribute momentum leading up to COP30 in Brazil.

As part of its role as GCEP Secretariat, IRENA plans to use its extensive membership network and repository of best practices. This will support countries, especially those in the Global South, in crafting energy strategies aligned with national development and climate objectives.

Commitment to Sustainable Energy Future

A Letter of Principles will be signed by founding members and partners during the Summit. This document will outline the Coalition’s shared vision and guiding priorities. The initiative underscores Brazil's dedication to fostering multilateral dialogue for an inclusive sustainable energy future.

The Summit represents a significant step towards establishing robust frameworks for global cooperation in energy planning. By aligning strategic planning with public policy and financing mechanisms, it aims to create a more inclusive approach to sustainable energy development worldwide.
