Boris Johnson Engages In AI Conversation With Winston Churchill At World Governments Summit 2025

The Future of Government Communication Forum at the 2025 World Governments Summit in Dubai featured a unique interaction. Former UK Prime Minister Boris Johnson engaged in a dialogue with an AI-generated avatar of Winston Churchill. This event, held from 11 to 13 February 2025, was organized by the UAE Government Media Office and showcased cutting-edge AI technology.

The conversation was made possible through collaboration with "AI Media Lab," a subsidiary of Visioneers. This Emirati company focuses on developing AI solutions for various sectors, especially media. The AI model used was trained on Churchill's works, speeches, and biographies, including Johnson’s own biography of Churchill.

AI Conversation Between Johnson and Churchill

This demonstration marked the first live interaction with a fully interactive meta-human avatar powered by a Large Language Model (LLM). The technology involved converting speech to text and back to speech, creating an emotionally contextual avatar of Churchill. His synthesised voice was crafted from samples of his public speeches.

Johnson expressed his amazement at the experience, stating: "The model is capable of spine-tingling fidelity, it was a truly uncanny conversation." He noted that such models could play a significant role in education by offering new ways to appreciate history.

The World Governments Summit (WGS) has grown over 12 years into one of the most influential forums globally for governments. The 2025 summit included 21 forums focusing on six key themes like health transformation and governance. These discussions aim to address critical global challenges and foster international cooperation.

Johnson's interaction with the AI version of Churchill was recorded at the ‘Creator’s HQ’ during the forum. This innovative session demonstrated how artificial intelligence could enhance understanding and engagement with historical figures, providing an immersive educational experience.

The event underscored the potential for AI-driven avatars to transform how we interact with history. By enabling conversations with past leaders like Churchill, these technologies offer new perspectives on historical events and figures.
